RESOLUTION NO. _________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY AMENDING THE CITY HALL FLAG DISPLAY POLICY TO ADD THE LGBTQIA+ PROGRESS PRIDE FLAG AS AN APPROVED ALTERNATIVE FLAG TO THE CITY’S FLAG POLICY AND REPEALING CITY RESOLUTION NO. 2020-58
CITY OF FOSTER CITY
WHEREAS, historically the City has flown the United States Flag, the California State Flag, and a Flag displaying the City’s Seal on the three-pronged flagpole at City Hall; and
WHEREAS, display of flags at City-owned sites is governed by the Foster City Flag Protocol policy, but this policy does not specifically enumerate which flags are to be flown; and
WHEREAS, the Council wishes to affirm that the United State Flag, California State Flag and City Seal flags are to be regularly flown outside City Hall; and WHEREAS, the Council also wishes to provide a method by which the City may, for temporary periods, fly an alternate flag in place of the flag displaying the City’s Seal; and
WHEREAS, at the City Council Annual Retreat on February 10, 2026, the City Council reviewed various processes for efficiency and discussed adding the LGBTQIA+ Progress Pride flag as an approved alternative flag to the City’s Flag policy; and WHEREAS, each year, City Council brings forth a resolution for the Pride Flag to be flown to show their support for the San Mateo County’s LGBTQIA+ Commission’s Pride Month Visibility Campaign during the month of June; and WHEREAS, adding the LGBTQIA+ Progress Pride flag to the City’s Flag policy would increase staff efficiency, as the Pride Flag request would be automatically approved, rather than requiring Council approval by resolution annually; and WHEREAS, the Council wishes to amend the City Hall Flag Display Policy, which allows for alternate flags to be temporarily flown in place of the flag displaying the City’s Seal on the flagpole outside City Hall, and to direct that the LGBTQIA+ Progress Pride Flag be flown from June 1 through June 30 each year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby adopt the amended the City Hall Flag Display Policy to add the LGBTQIA+ Progress Pride flag as an approved alternative flag (not needing annual approval by resolution) to the City’s Flag policy to be displayed each year in the month of June moving forward, and repeal City Resolution No. 2020-58.
