TO: Mayor and Members of the City Council
VIA: Stefan Chatwin, City Manager

FROM: Cory Call, Police Chief
DEPARTMENT: Police
SUBJECT: AGREEMENT WITH PEREGRINE TECHNOLOGIES FOR DATA

AGGREGATION PLATFORM

RECOMMENDATION
It is recommended that the City Council approve the attached resolution authorizing the Police Department to enter into an agreement with Peregrine Technologies for data aggregation platform and authorize the Chief of Police to sign the agreement.

EXECUTIVE SUMMARY
In 2026, the County of San Mateo is serving as the lead contracting agency for an eighteen-month, multi-agency agreement supporting a shared data aggregation and analytics platform, with a total contract value of $1,414,500. Approval of this agreement will allow the Foster City Police Department to participate in the initial term at no cost, as the County is fully funding the first eighteen months, while preserving the option to continue participation in future terms under the agreement.

Approval of the MOU will enable the Foster City Police Department to leverage this platform, optimizing resource use and reinforcing public safety efforts through efficient data-sharing and collaborative engagement.

BACKGROUND
The Police Department currently participates in a data-sharing Memorandum of Understanding (MOU) with other San Mateo County law enforcement agencies through the Sunridge Systems RIMS records management system. While RIMS allows

agencies to share records, users must search each agency’s data separately, resulting in inefficiencies and the need to access multiple systems.

To address these limitations, the Department began using a similar data aggregation platform, C3AI, in 2023 and entered into a data-sharing agreement at that time. The proposed agreement with Peregrine Technologies would provide comparable functionality through a centralized data-access platform that enhances access to existing records without replacing current systems. Participation in the Peregrine agreement will allow the Department to evaluate both platforms concurrently at no cost during the initial term before determining whether to pursue a long-term subscription.

ANALYSIS
The proposed agreement with Peregrine Technologies builds upon the County of San Mateo’s ongoing efforts to improve regional data sharing and investigative efficiency through centralized data aggregation platforms.

The Peregrine platform aggregates data from multiple existing law enforcement record systems into a single, centralized interface, allowing authorized users to efficiently search and analyze information across agencies without replacing existing records management or dispatch systems. The platform is designed to streamline access to data, reduce duplicative searches, and enhance cross-agency collaboration while maintaining compliance with CJIS security standards.

The Foster City Police Department has been utilizing a similar data aggregation platform, C3AI, since 2023 under a separate data-sharing agreement. Entering into the Peregrine agreement will allow the Department to evaluate both platforms concurrently during the County-funded initial term. This approach provides an opportunity to assess functionality, usability, and operational value before determining whether to pursue a long-term subscription with either provider.

All shared data would be managed in compliance with applicable laws and security requirements, with access limited to authorized personnel. Searches and queries are logged through audit trails, and participating agencies retain control over their data. The platform functions as an investigative support system, providing leads and insights rather than serving as a system of record. Agencies may elect to withdraw from the agreement in accordance with its terms.

It is recommended that the City Council approve the attached resolution authorizing the Police Department to enter into an agreement with Peregrine Technologies for data aggregation platform and authorize the Chief of Police to sign the agreement. Approval of this Memorandum of Understanding (MOU) will enhance investigative capabilities by consolidating data sources, delivering more accurate insights in near real-time. The County of San Mateo will fund the application subscription for the initial term, with a one-time setup and maintenance fee funded through the Police Department’s IT budget.
