SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS,
AUTHORIZATION TO CALL FOR BIDS FOR PHASE I OF THE
EMERGENCY GENERATOR REPLACEMENT (PHASE I)
PROJECT (CIP 455-705)
RECOMMENDATION
It is recommended that the Board of Directors of the Estero Municipal Improvement District (EMID) adopt the attached resolution approving the Plans and Specifications and authorizing the call for bids for the Emergency Generator Replacement (Phase I) Project (CIP 455-705).
EXECUTIVE SUMMARY
CIP 455-705 addresses the replacement of emergency generator systems (generators) and automatic transfer switch (ATS) equipment at ten (10) of the District’s lift stations.
Due to the long lead time of equipment, staff developed separate prepurchase packages to order generators and ATSs during the design phase so that delivery of the equipment coincides with the project timeline for construction. The first prepurchase package prioritized Lift Stations 22, 29 and 59 equipment as the expected lead time was the longest (approximately one year). These three (3) generators have been ordered and will be delivered prior to the start of construction.
Freyer & Laureta, Inc. (F&L) has prepared the construction documents for the project, and the project is now ready to be advertised for bidding.
Funding in the amount $6,200,000 is budgeted and adequate to fund construction of the project. The Board of Directors’ action will allow staff to advertise Phase I of the project for bidding. Construction is anticipated to take approximately 5-6 months with an anticipated start in July 2026.
BACKGROUND
CIP 455-705 was approved by the District Board as part of the Fiscal Year 2021-2022 budget to address the replacement of emergency generators at ten (10) of the District’s wastewater lift stations (Lift Stations 10, 12, 14, 15, 16, 22, 26, 29, 41 and 59) and associated ATSs with exception of the ATS equipment at Lift Station 22 which was deemed to be in good condition. The existing generators and ATS equipment scheduled for replacement have reached the end of their useful lives.
Staff prioritized Lift Stations 22, 29, 59 due to their importance to the system and having a much longer lead time (upwards of a year) to procure the equipment. Due to this, staff split CIP 455-705 into two Phases where Phase I consisted of Lift Stations 22, 29 and 59 while Phase II contains the remaining Lift Stations (10, 12, 14, 15, 16, 26, 41). Phase II is currently in design and is anticipated to start construction in early 2027. Concurrently, staff is working with CD & Power on a separate procurement for the remaining seven (7) generators which are expected to be delivered by approximately January 2027.
On August 15, 2022, the District Board adopted Resolution No. 3672, awarding professional engineering services for CIP 455-705 to F&L for the design, permitting and support.
On August 19, 2024, the District Board adopted Resolution No. 3772 authorizing a vendor agreement with Bay City Electric Works for the purchase of three (3) generators and two (2) ATSs for Lift Stations 22, 29, and 59 in the amount of $1,587,158.
On April 7, 2025, the District Board adopted Resolution No. 3795 approving an amendment to the vendor agreement with Bay City Electric Works to allow for the purchase of two (2) EPA Tier 4 certified generators for Lift Station 22 and Lift Station 29 in the amount of $127,978.
ANALYSIS
Plans and specifications for Phase I of CIP 455-705 are complete and ready for bidding.
The three (3) generators for Lift Stations 22, 29, and 59 are expected to be delivered at the start of construction. The two (2) ATSs have already been delivered and are currently being stored at the Corporation Yard.
Construction is anticipated to begin in August 2026 and will take approximately 5-6 months to complete. During construction, space/access impacts in the District’s Corporation Yard are expected. The work and staging will be coordinated interdepartmentally to ensure continued operations in the yard. Additionally, there will be multiple scheduled shutdowns of the lift stations in order to safely tie in the new electrical and mechanical components. The shutdowns will occur overnight from 12 a.m. to 5 a.m. to allow work to be performed when wastewater levels are at their lowest. Staff will take the lead in the shutdowns and will be on stand-by to monitor critical infrastructure and assets.
The overall project management will be provided by in-house staff while construction management and daily inspection will be provided by on-call consultant support. A hardcopy of the plans and specifications is available for view in the City Council’s Office at City Hall.
