MINUTES
CALL TO ORDER OF CITY COUNCIL/EMID BOARD OF DIRECTORS
The Special Meeting of May 11, 2026 of the City Council of the City of Foster City, sitting as said Council and as ex officio the Board of Directors of the Estero Municipal Improvement District (EMID), was called to order at 5: 30 p.m. in the Emergency Operations Center (EOC) , 1040 E. Hillsdale Blvd. , Foster City, San Mateo County, California, by Mayor/President Art Kiesel.
ROLL CALL
The Communications Director/City Clerk/District Secretary called the roll:
PRESENT:
Councilmembers/ex officio EMID Directors Stacy Jimenez, Suzy Niederhofer, Patrick Sullivan, Phoebe Venkat, and Mayor/President Art Kiesel.
ABSENT: None.
STAFF PRESENT:
Stefan Chatwin, City Manager; Benjamin Stock, City Attorney/District Legal Counsel; Marlene Subhashini, Assistant City/District Manager; Sofia Mangalam, Community Development Director; Chris Dolberg , Senior System Analyst; Sandy Loi, Office Assistant II ; Mark Strathdee, Video Technician,; and Priscilla Schaus, Communications Director/City Clerk/District Secretary.
NEW BUSINESS
APPOINTMENT OF ONE MEMBER TO A FULL FOUR -YEAR TERM FROM JUNE 1, 2026 THROUGH MAY 31, 2030 ON THE PLANNING COMMISSION. CITY RESOLUTION NO. 2026-045.
Communications Director/City Clerk Schaus presented the staff report.
The following applicants seeking appointment to the Planning Commission were interviewed by the City Council:
1. Jadesola Edwards;
2. Raymand Juballa; and
3. Douglas Stoveland.
Antoine Hines was not in attendance.
Motion by Vice Mayor Niederhofer, seconded by Councilmember Venkat, and carried unanimously, 5- 0-0, adopting City Resolution No. 2026- 045, “A Resolution o f the City Council of the City of Foster City Appointing One Member t o the Foster City Planning Commission to a Full Four-Year Term,” appointing Douglas Stoveland to a full four -year term from June 1, 2026 through May 31, 2030 on the Planning Commission.
CLOSED SESSION
Mayor/President Kiesel recessed the meeting into Closed Session for:
1. Conference with Labor Negotiators
Agency designated representative: Mayor
Unrepresented employee: City Manager; and
2. Report Out from Closed Session.
Meeting recessed into Closed Session at 6:16 p.m. and reconvened at 7:22 p.m.
City Attorney/District Legal Counsel Stock reported that no action was taken in Closed Session.
ADJOURNMENT
Hearing no objection from the City Council/EMID Board, Mayor/ President Kiesel adjourned the meeting. Meeting adjourned at 7:22 p.m.
