SUBJECT: AGREEMENT FOR OPENGOV SOFTWARE RENEWAL
SUBSCRIPTION JUNE 2026 TO SEPTEMBER 2029 IN AN
AMOUNT NOT TO EXCEED $154,523

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution approving an agreement with OpenGov Inc. for a three-year and four-month renewal of the City’s subscription for the cloud-based budgeting software in an amount not to exceed $154,522.05 for the period of June 1, 2026, through September 30, 2029.

EXECUTIVE SUMMARY
In May 2019, the City Council signed an agreement to subscribe to the cloud-based OpenGov Budgeting Software, and this subscription is up for renewal. City staff is proposing to renew the software subscription over this three-year and four-month agreement. The additional four (4) months set the renewal date in September (instead of June) to avoid the next renewal analysis occurring during peak budget season.

BACKGROUND/ANALYSIS
The City has used OpenGov software to support financial reporting, budgeting, and related processes since 2019. The current subscription is set to expire on May 31, 2026.

OpenGov is an essential tool used by the City for budget development and financial reporting. Renewing the subscription will ensure continued access to the platform, maintain established budgeting workflows, and support ongoing fiscal transparency.

Finance staff has been satisfied with the product, and no alternative options are proposed at this time, as OpenGov is a proprietary platform and serves as the City’s existing budgeting and financial reporting system.

FISCAL IMPACT
The total cost of the agreement is $154,523, as shown below. The cost of this software is paid from the Information Technology Internal Service Fund (Account 504-0160-419- 4246), and funding will be requested through the City’s biennial budget process.
