SUBJECT: PUBLIC HEARING ON MASTER FEES AND SERVICE CHARGES FOR PARKS AND RECREATION FY 2026-27 AND FY 2027-28

RECOMMENDATION
It is recommended that the City Council/EMID Board of Directors hold a public hearing on the proposed changes to the Master Fees and Service Charges Schedule for Parks and Recreation. After considering the staff report and public testimony, it is further recommended that the City Council/EMID Board adopt the attached resolutions approving the Master Fees and Service Charges Schedule for Parks and Recreation for FY 2026-27 and FY 2027-28.

EXECUTIVE SUMMARY
At the April 20, 2026, Study Session, City/District staff recommended the FY 2026-27 Master Fees and Service Charges Schedule for Parks and Recreation (“Schedule”) including the new Community Center. Based on the feedback provided at that meeting, staff have made some revisions to the Schedule as discussed in Attachment 3.

At this time, it is appropriate to hold a public hearing on these proposed changes and, subject to public testimony and other direction provided by the City Council/EMID Board, approve the Master Fees and Service Charges Schedule for Parks and Recreation for FY 2026-27 and FY 2027-28.

BACKGROUND/ANALYSIS
The Parks and Recreation Department Memo in Attachment 4 provides a summary of proposed changes to the Master Fees and Services Charges Schedule based on the feedback received from the City Council at the Study Session on April 20, 2026.

Most existing facility and program fee updates saw modest rate increases and rental policy updates to be consistent across the system, adjustments to school facility rental rates, incremental increases to park reservation fees and sports fields, and minor increases for court rental and club membership fees beginning in FY 2027-2028.

For the new Foster City Community Center, the following is a summary of the changes:
Reduced the proposed rental rate tier structure. Rental categories now consist of standard resident, non-resident, non-profit and commercial tiers. Additional nonprofit categories were removed per Council direction. Adjusted Community Center Annex pricing to the lower end of comparable market rates recognizing its continued use for community and non-profit meetings.
Established reduced-rate accommodation for legacy non-profit service clubs/groups (Foster City Lions Club, Foster City Rotary Club, and Bair Island Cyber Lions Club), allowing for (1) weekday event per year at 50% off the standard rental rate at the Community Center Annex or Vibe buildings Added a 25% non-resident differential applied across facilities.

In addition to the above changes and after further consideration, staff is recommending to the City Council to provide the legacy groups / service clubs one additional weekday event a year, at a 50% discount off the standard rate to use the new Foster City Community Center.
