system installations.
Interior work included framing, soffit construction, and drywall installation across both floors, with continued activity in the Events Wing toward wall close-in and ceiling preparation. Mechanical, electrical, and plumbing systems were coordinated within wall and ceiling assemblies, with painting and ceiling systems initiated in select areas.
Exterior work included terrace and boardwalk concrete placement, site utility installation, lighting infrastructure, and ongoing improvements at the bocce court and surrounding areas.
Building envelope work is substantially complete. Current efforts are focused on finish systems, including near completion of EIFS, with UHPC and ACM panel installation upcoming.
Elevator installation activities began, with continued coordination of electrical infrastructure in preparation for permanent power.
Schedule and Critical Path Status
The Contractor’s most recent schedule update reflects ongoing interior buildout, system installation, and remaining site improvements. While a defined critical path is identified, current field conditions indicate completion will be influenced by coordination across multiple work areas.
Interior progress is tied to inspection approvals and system readiness. MEP rough-in, soffit installation, and drywall close-in require coordinated completion across trades prior to advancing subsequent work. In parallel, key systems including grease duct, electrical infrastructure, lighting, and elevator installation are moving toward testing, commissioning, and final acceptance.
Exterior work remains active, including flatwork, site lighting, and utility improvements, and must be coordinated with building activities. Permanent power remains a key milestone not fully captured in the Contractor’s critical path. Recent PG&E site review identified potential additional work related to existing utility infrastructure, currently under engineering review. Final scope and timing remain subject to PG&E confirmation and may affect permanent power activation and downstream activities.
The current phase of work is driven by inspection approvals, system readiness, and coordination of interrelated scopes. The Construction Management team will continue to monitor schedule updates and key dependencies to support timely completion.
Inspection & Quality Control
Inspection activity covered structural, architectural, and MEP work associated with interior close-in and exterior site improvements. Building Department inspections included framing, shear and drywall assemblies, and rough mechanical, electrical, and plumbing systems, with partial approvals issued where work is progressing in phases.
Apex Testing Laboratories performed special inspections including reinforcing steel observation, concrete placement and testing, and post-installed anchor verification, with results confirming compliance with approved plans and specifications.
A temporary City network outage occurred during the month; however, inspection coordination and documentation were maintained through direct communication among the project team, with no impact on construction or quality control.
Construction Activities Planned Next Month
Construction activities next month will include remaining exterior sitework and continued interior buildout. Planned work includes terrace and plaza concrete, paver installation, site lighting, irrigation and landscaping, and installation of site features such as the terrace windscreen.
Interior work will include wall close-in, ceiling preparation, and mechanical, electrical, and plumbing

system integration to support inspections and system startup.
Elevator installation is expected to progress. Coordination for permanent power activation will continue pending PG&E scheduling and resolution of utility-related scope currently under review.
Key Challenges
Remaining exterior sitework, building system readiness, and inspection approvals must be completed in a coordinated manner to avoid impacting follow-on activities. The glass canopy remains a long-lead deferred element and is being closely tracked to mitigate potential impacts from procurement and installation timing.
Permanent power activation remains a key milestone dependent on PG&E coordination. Recent site review identified potential additional work associated with existing utility infrastructure, currently under engineering evaluation. Final scope and timing remain subject to PG&E confirmation and may affect system startup, elevator installation, and final inspections.
Progress will continue to depend on maintaining inspection readiness, timely completion of interrelated scopes, and coordination of third-party activities.

Contract Change Order Updates
Contract Change Order No. 12 (CCO #12) is currently in the process of execution following prior approval and will be incorporated into the contract value upon final execution. CCO #12 includes eight COR items totaling $58,764.00 with zero calendar days added. The items reflect coordination and refinement typical of site integration and mechanical/electrical detailing at this phase of construction. Previous monthly report summarized CORs included within CCO No. 12.
Draft CCO #13 includes nine COR items totaling $65,295.00 with zero calendar days requested. The items generally reflect field coordination, design clarifications, and site condition adjustments encountered during ongoing construction. The draft includes:
• COR #40 – Remove and Replace Concrete Around Inlet – $6,870 Adjusts inlet elevation to correct grade and eliminate tripping hazard identified in the field. • COR #49 – Extended Rentals Shell Blvd. Storm Drain Repair – $25,597 Additional equipment costs due to groundwater and unstable soil conditions during storm drain repair.
• COR #89 – Food Service Revisions – $3,221

Financial and Project Risk Status
Overall project financial risk remains controlled as the project progresses through site completion and building systems integration. Contract Change Order No. 12 is currently in the process of execution, and Contract Change Order No. 13 is in process based on CORs reviewed during March.
Additional CORs have been submitted and remain under review, reflecting coordination-driven refinements and design clarifications typical of this phase; not all are expected to result in executed change orders, and several may be reduced through ongoing evaluation.
From a risk perspective, key considerations include coordination of permanent power activation with PG&E, progression of remaining exterior sitework, and alignment of milestone-sensitive activities including elevator installation and system startup. At this stage, contingency usage remains consistent with project expectations, and the project remains financially well-positioned to address remaining coordination and integration efforts.
Summary
Construction during March reflected continued progress across both site and building scopes, with advancement of exterior finishes, site infrastructure, and interior system installation. The project is moving further into system integration phases, where progress is increasingly driven by coordination among trades, inspection approvals, and readiness of building systems for testing and verification.
Change order activity during the month remained consistent with project needs, reflecting design clarifications, field coordination, and site condition adjustments typical of this stage of construction. The overall financial position of the project remains stable, with change activity managed within the available contingency.
As the project progresses, continued alignment between site completion, equipment readiness, and inspection approvals will be essential to support advancement toward completion. The Construction Management team will continue to monitor these factors, including PG&E coordination and remaining site sequencing, and provide guidance to support efficient progression toward project completion.
