RE: Technical Support for EV Infrastructure Project (CIP 725) - Civil Engineering and Land Surveying Proposal Dear Ms. Zhou:

BKF welcomes the opportunity to submit this proposal for civil engineering and land surveying services associated with the Electric Vehicle charging infrastructure project located in the City of Foster City, California. To arrive at the estimated effort required by our office for this project, we have outlined a proposed scope of services, identified assumptions, and determined a level of effort fee based on our understanding of the project.

Project Understanding
Based on your proposal request and information obtained from Amy Zhou, we understand the project as follows:

The objective of CIP 725 Install Electric Vehicle Charging Stations is to install five (5) dual port 19.2kW AC level 2 chargers, one (1) dual port 40KW AC Level 3 Charger, and one (1) dual port 90KW DCFC charger at the Foster City Corporation Yard located at 100 Lincoln Centre Dr. An additional three (3) dual port 40 kW AC Level 3 chargers are to be “make ready,” such that the project shall include the means to support future EV charging infrastructure at the Corporation Yard. Please reference the attached layout plan for the proposed charger locations.

Foster City is participating in Peninsula Clean Energy’s EVGov program, which provides technical assistance through the firm Optony. Included in Optony’s services is the management of the electrical design for the project, which will be prepared by their subconsultant McCalmont Engineers. Civil design services are not within Optony’s scope, and as such, the City is requesting proposals for the following work.

Anticipated Scope of work for BKF Team
· Topographic Survey and Utility Locating/Mapping Services · Geotechnical Investigation by subconsultant to BKF
· Plans and specs for conduit trenching from new electrical service(s). o Proposed conduit run with consideration for existing conditions. o Proposed location of new electrical service(s).
o Approval from PG&E required for location(s) of new service(s). City anticipates two Rule 29 applications for the 2 parcels (west and east). PG&E will be responsible for “to-the-meter” services. BKF will provide support for this as necessary.
· Striping and grading plans

iv. West Parcel – 660 Tanks As-Builts
Scope of Services
Task 1: Underground Utility Locating & Mapping
BKF will perform utility loca ting a nd ma pping services within the subject area (as shown in Figure 3). The subject area represents the maximum area within the scope of work. Locating and mapping services may be conducted in a lesser area based on the final locations of the new services approved by PG&E. Areas outside these limits are excluded from the scope of work. All underground utilities will be located and marked on the ground surface. All paint markings will be surveyed by our field survey crews and added to the base drawing.

BKF will perform utility investigation services using acceptable methods to determine the approximate horizontal position and count of existing utilities within the areas designated by the client. BKF’s field crews will use a combination of water- based paint and pin flags (in the appropriate APWA color) to mark the results of our investigation on the ground surface.

BKF will compare any available utility record information with the results of field investigation services attempting to map all underground utilities. Utilities not identifiable by BKF’s field crews due to lack of utility record information or above ground appurtenances will be marked with pink paint on the ground surface and annotated as “Unknown” on the project deliverables. BKF will make every effort to determine the location of all underground utilities; however, due to technical limitations of today’s most modern equipment, no guarantee (expressed or implied) can be made.

Utility Mapping Services: Once the utilities have been marked, BKF will survey the locations of the utilities and add them to the base drawing. BKF will utilize the projects’ horizontal and vertical coordinate system to keep the utility data on the same coordinate system as the surveying / civil files.

BKF has assumed five (5) full field days to complete this task.

Topographic Survey: BKF will provide the fieldwork to prepare a Topographic Map for the subject area (as shown in Figure 3 ) . T h e s u b j e c t a r e a r e p r e s e n t s t h e m a x i m u m a r e a w i t h i n t h e s c o p e o f w o r k . L o c a t i n g a n d m a p p i n g s e r v i c e s m a y b e conducted in a lesser area based on the final locations of the new services approved by PG&E. The topographic survey will be comprised of identified visible site features such as the building footprint, and all visible and survey-able exterior doors and windows, roadways, pavements, walls, fences, trees 6-inches and larger in diameter, and visible utility infrastructure.

Inverts of gravity flow utilities and pipe sizes and types will be gathered and added to the survey. We will obtain a succession of spot elevations to define the general terrain of the site and immediately adjacent improvements to produce mapping at a 1-foot contour interval.

Mapping - BK F will produce the ma pping in a repro ducible hard copy a nd electronic forma t. The signed and stamped hardcopy Topographic Map will be an instrument of service. Electronic mapping will be completed in an AutoCAD format and can be transferred and used by other team consultants for their work, as a courtesy. The mapping is to be compiled at 1” = 10’ and will also indicate individual spot elevations at various locations throughout the site. BKF will take photographs for future references and documentation of current field conditions encountered during the time of our survey.

P o tho le s urvey - BK F w il l co l le ct po tho le to po gra p hi c in f o rm a tio n a t u p to ei g ht ( 8) des ig na t ed lo ca t io ns to ve ri f y t he horizontal and vertical position of existing underground utilities. Each utility exposed and made available to BKF will be measured for depth, size, and material, as is feasible. These measurements will be tied into the project control and incorporated into the base map files.
· This scope assumes all eight pothole locations are made accessible to BKF and can be completed within a single full-day site visit
· This proposal excludes any vacuum truck or pothole excavation services The vertical control for the survey is anticipated to be on the North American Vertical Datum of 1988 (NAVD88) or the city benchmark system if one exists and is available.

BKF has assumed five (5) full field days to complete this task.
