RECOMMENDATION
It is recommended that the City Council adopt the attached resolution authorizing:
1. A supplemental appropriation in the amount of $9,420 from the General Plan Maintenance Fund (Fund 128) to Account 128-0838-419-42-51 for the continued development of the Foster City Bicycle and Pedestrian Master Plan; and

3. Finding that the project is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000.
EXECUTIVE SUMMARY
The City’s consultant, Fehr and Peers, has been developing the BPMP Project (“Project”), which is a comprehensive plan to improve the way people walk, bike, and roll throughout Foster City. During the City Council Work Session on May 4, 2026, the Council accepted the five (5) priority projects proposed by staff and provided direction to add two (2) additional priority projects. CA #4 will provide for two (2) additional project cut sheets, in addition to the five (5) included in the original scope. This includes time and materials to draft conceptual designs, estimate high-level planning costs, and incorporate this information into the Draft Plan, which will then be available for public review during Summer 2026.
The proposed fees, for the not-to-exceed amount of $9,420, have been determined reasonable. The project does not have enough budget to cover the costs to address this additional effort. A supplemental appropriation in the amount of $9,420 from Fund 128 to Account 128-0838-419-42-51 is requested to add the development of two (2) priority projects to the project scope at the City Council’s direction.
BACKGROUND
The Project is the City’s first unified effort to create a comprehensive plan to improve the way people walk, bike, and roll throughout Foster City.
On March 3, 2025, the
Council awarded a contract to Fehr and Peers in the amount of $130,000 to develop the BPMP and established a contingency in the amount of $20,000. The Project kicked off in April 2025 and has since completed Phase 1 - Existing Conditions and completed a majority of Phase 2 - Draft Projects and Programs. Previous amendments (CA #1, #2, and #3) to Fehr and Peers’ contract addressed expanded public engagement during Phase 2 and added additional touchpoints with the City Council on December 15, 2025, and May 4, 2026, and the Traffic Review Committee on April 30, 2026.
Fehr and Peers is beginning to move into Phase 3 - Draft and Final Plan, following completion of the priority projects task, in which they will perform a limited feasibility analysis and draft preliminary diagrams and estimates on up to five (5) projects.
ANALYSIS
During the May 4, 2026, City Council Work Session, the project team presented five (5) priority projects recommended for further conceptual development from the full project list of twenty-four (24) projects. The five (5) projects are listed below:
1. Beach Park Blvd (Foster City Blvd to Gull Ave)
2. Edgewater Blvd (City Limits to E Hillsdale Blvd)
3. Edgewater Blvd (E Hillsdale Blvd to Boothbay Ave)
4. Gull Ave (Beach Park Blvd to E Hillsdale Blvd)
5. Marlin Ave (Catamaran St to Beach Park Blvd)
The City Council accepted staff’s recommendations and provided further direction to elevate two (2) additional projects:
1. Beach Park Blvd (Foster City Blvd to Shell Blvd)
2. Foster City Blvd (E Hillsdale Blvd to Beach Park Blvd)
Subsequently, staff requested a proposal from Fehr & Peers to include the two (2) additional projects as part of the project scope. City staff have reviewed the proposed cost and determined it to be reasonable and consistent with the level of effort required.
With the execution of CA #4, staff will authorize Fehr and Peers to begin work on the two (2) additional projects, which will include a limited feasibility analysis, preliminary technical development, high-level cost estimations, and conceptual designs on project cut sheets. These sheets will be included in the Draft Plan for public review and comment during Phase 3 of the project. Phase 3 includes a couple months of public outreach, review, and adoption hearings per CEQA requirements for plan adoption.
California Environmental Quality Act
This agenda item is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.), including without limitation, Public Re
sources Code section 21065 and California Code of Regulations 15378 as this is not a "project" that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.
FISCAL IMPACT
The fiscal impact of this resolution is $9,420. The available funding in the project contingency is fully expended, requiring a budget appropriation. The proposed resolution would appropriate an additional $9,420 to the Foster City Bicycle and Pedestrian Master Plan Project Account 128-0838-419-42-51 from the General Plan Maintenance Fund to account for the contingency shortage. The proposed CA #4 in the amount of $9,420 has been negotiated by staff and determined reasonable and consistent with the level of effort required. With the execution of CA #4, the revised contract amount is $180,033.
