RECOMMENDATION
It is recommended that the City Council/Estero Municipal Improvement District Board of Directors (City Council) adopt the attached resolutions approving the new job description of Recreation Specialist and updated job descriptions of Communications Specialist and Senior Building Inspector.

EXECUTIVE SUMMARY
The City Council has adopted a job classification plan that consists of a series of job classifications with associated distinguishing characteristics, examples of duties, statements of required knowledge, skills, and abilities and minimum qualifications. The City periodically updates and/or adds to this list of job classifications to address organizational changes, changes in job requirements, and/or changes in required duties.

The City/District Manager continues to make adjustments to staffing levels and positions to ensure the organization is able to focus on City Council goals and meet the

needs of the Foster City community. As such, staff is recommending approval of the new job classifications and salary ranges for Recreation Specialist and revisions to the Communications Specialist (formerly Social Media/Communications Assistant) and Senior Building Inspector to allow for better internal organizational support and structure and to appropriately staff these two functions.

BACKGROUND/ANALYSIS
Recreation Specialist
The Recreation Specialist is a new classification created based on the recommendations in the Foster City Community Center business operations plan which was approved by the City Council in February 2026. The classification provides part-time permanent support to Recreation Coordinators and assists in delivering a variety of recreation and leisure programs. Responsibilities include planning and promoting assigned programs, maintaining program and activity records, providing customer service, participating in City events, serving as a liaison for special events, and offering administrative and operational support. The position requires schedule flexibility, including evenings and weekends and would be placed in the American Federation of State, County and Municipal Employees (AFSCME) bargaining unit. This position was budgeted at 0.75 FTE and included in the preliminary budget discussion that was held in May 2026.

Additionally, the creation of this classification better aligns the series with our surveyed agencies. A salary analysis was completed and based on the review, staff recommend the salary for the new classification be placed between the Recreation Leader and Recreation Coordinator I classifications. This position would be created for FY 2026/2027 at the salary schedule below and provide full benefits.

Recreation

The Communications Specialist classification has been updated to reflect current industry practices and the City’s expanding communication needs. This journey-level classification is responsible for planning and implementing public information and communications programs. In addition, currently this classification is solely used in one department (Communications/City Clerk) and there is a desire to use the classification within other departments, therefore the job specifications are being updated to reflect this change. This is a current AFSCME classification and staff met and conferred with AFSCME on these changes. No salary change is recommended. 1 2

Senior Building Inspector
The Senior Building Inspector is an existing AFSCME position that has been in recruitment since the beginning of the calendar year. This is a hard to fill position that is needed on a full-time basis. Staff have been using consultant services to provide inspection assistance, while recruitment efforts were ongoing. Because the recruitment of this position has not resulted in any qualified candidates, Human Resources staff and the Chief Building Official met to evaluate whether the position’s education, experience and certification requirements could be modified. The attached revised job description outlines the changes that are recommended to those requirements. These changes were informed based on comparable classifications reviewed at other cities. These revisions were discussed with AFSCME and have been agreed to as required. No salary change is recommended.

FISCAL IMPACT
There is no fiscal impact associated with approving the Recreation Specialist and updated Communications Specialist and Senior Building Inspector classifications. The recommended salary range for the Recreation Specialist will take effect in FY 2026– 2027 and has been incorporated into the proposed FY 2026-27 and FY 2027-28 budget. The Communications Specialist and Senior Building Inspector classifications maintain the existing salary range; therefore, no additional appropriation is required.
