A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY
AUTHORIZING THE CITY MANAGER TO EXECUTE THE FIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH WILDLIFE INNOVATIONS, INC.
FOR CONTINUED IMPLEMENTATION OF THE INTEGRATED ADAPTIVE CANADA GOOSE MANAGEMENT PLAN (CEQA STATUS: IS/MND APPROVED ON DECEMBER 2, 2024)
CITY OF FOSTER CITY
WHEREAS, the City of Foster City has experienced ongoing impacts from Canada goose activity within parks, open space areas, and waterfront public facilities; and WHEREAS, the City Council adopted the Integrated Adaptive Canada Goose Management Plan (“Plan”) to provide a comprehensive, phased, and adaptive framework for humane and science-based management of Canada goose activity within the City; and
WHEREAS, on August 4, 2025, the City entered into a Professional Services Agreement with Wildlife Innovations, Inc. for implementation of the Plan, with an initial term through June 30, 2026; and
WHEREAS, the Agreement included two optional one-year extension periods, exercisable at the discretion of the City Council; and
WHEREAS, the proposed First Amendment would exercise the first optional extension period and extend the Agreement from July 1, 2026 through June 30, 2027, in an amount not to exceed $381,598; and
WHEREAS, continuation of the Agreement will allow the City to maintain continuity of services and continue implementation of adaptive Canada goose management strategies; and
WHEREAS, funding for the extended term is included in the proposed Fiscal Year 2026–27 budget and is subject to appropriation by the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Foster City that the City Council hereby authorizes the City Manager to execute the First Amendment to the Professional Services Agreement with Wildlife Innovations, Inc. for continued implementation of the Integrated Adaptive Canada Goose Management Plan, extending the agreement term from July 1, 2026 through June 30, 2027, in an amount not to exceed $381,598, subject to appropriation of funds in the adopted Fiscal Year 2026– 27 budget.
