WATER/WASTEWATER RATE ASSISTANCE PROGRAM (W/WRAP) THROUGH JUNE 30, 2027, AND UNLESS FURTHER EXTENDED BY THE DISTRICT BOARD, WILL AUTOMATICALLY SUNSET AT THE CONLUSION OF THIS PERIOD; AND

ESTERO MUNICIPAL IMPROVEMENT DISTRICT
WHEREAS, the District anticipates increases in both Water and Wastewater Rates over the next five years; and
WHEREAS, in response to projected rate increases, the District Board established a Pilot Water/Wastewater Rate Assistance Program (W/WRAP) in Fiscal Year 2020-2021 for customers demonstrating financial need; and
WHEREAS, W/WRAP provides a discount for both water and wastewater accounts in a monthly amount of $15 each for water rates and wastewater rates; and WHEREAS, the program was extended until June 30, 2026, at which time it will automatically sunset unless extended by the EMID Board; and WHEREAS, a non-rate revenue source must be used to offset program costs to ensure compliance with California Proposition 218.
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Estero Municipal Improvement District hereby:
1. Finds that the adoption of this resolution is exempt from CEQA under the common sense exemption, as CEQA applies only to projects with the potential for significant environmental impacts. Since this activity has no such impact, it is not subject to CEQA per CEQA Guideline Section 15061(b)(3).
2. Approves and extends the W/WRAP, attached hereto as Exhibit “A” (incorporated herein by reference), providing a monthly discount to eligible customers of $15 each for water and wastewater accounts, through June 30, 2027, at which time the program will automatically sunset unless extended by the EMID Board.
