Introduction and Summary
This memo serves as an addendum to the 2024 City/County Association of Governments of San Mateo County (C/CAG) Countywide Local Road Safety Plan (Countywide LRSP). This memo provides additional context and information for the following aspects of the Countywide LRSP:
◼ Strategy and Project Selection: This section identifies how the plan arrived at a comprehensive set of projects and strategies to address the safety problems in the Countywide LRSP. It provides the reader with additional information about time ranges when projects and strategies will be deployed and an explanation of project prioritization criteria.
◼ Progress and Transparency: This section describes how C/CAG will measure progress over time using outcome data.
Both sections of this memo primarily point the reader back to information published in the Countywide LRSP and its constituent jurisdiction-specific chapters. Strategy and Project Selection
This section serves as an addendum to the “Strategy and Project Selections” section of the Countywide LRSP. The “Strategy and Project Selections” section, located on pages 63 to 80 of the Countywide LRSP, details the locations throughout the County to be prioritized for improvement that were identified based on:
(1) Analysis of historical crash trends;
(2) Analysis of crash locations, severity, contributing factors, and types; (3) Systemic analysis of safety needs (i.e., identified risk factors); and (4) Spatial identification of high-risk locations based on the above-listed characteristics. 155 Grand Avenue, Suite 505

This addendum provides summaries of the High Injury Network (HIN) and project prioritization methodologies and categorizes those projects by their expected timing (in progress, near-term, or long- term).
Part 1: High Injury Network Methodology Summary
Three HINs were created in development of the Countywide LRSP: A Pedestrian HIN, a Bicycle HIN, and a Motor Vehicle HIN. Crashes were assigned to a mode based on the most vulnerable party involved:
crashes involving a pedestrian were coded as pedestrian crashes, those involving a bicyclist, but no pedestrian were coded as bicyclist crashes, and those without a pedestrian or bicyclist involved were coded as motor vehicle crashes.
The team conducted a network screening which identified a severity-weighted crash frequency for every intersection and roadway in the County between 2018-2022. A severity weight was assigned to each crash based on the most severely injured party involved in that crash; the weights are given in Table 1. More information on the scoring method and rationale is provided on pages 23-24 of Appendix D of the Countywide LRSP.

The network screening assigned each analysis segment or intersection a severity-weighted frequency value, or a “crash score,” by summing the cumulative score of all crashes occurring on it (or at the intersection). All road segments whose crash score exceeded a given threshold were included in the HIN.
The thresholds were selected such that the pedestrian and bicycle HINs represented 3.3% of the roadway network, while the roadway HIN represented 10% of the network.

Part 2: Project Prioritization Methodology Summary
Project prioritization was conducted separately for each of the three HIN modes (pedestrians, bicycles, and motor vehicles). Each intersection was scored using three equally weighted factors:
◼ 5-year (2018 to 2022) crash frequency and crash severity at the intersection. ◼ A variable indicating whether the intersection is located within one or more local, regional, or federal priority areas.
◼ A variable indicating overlapping crash risk at a location, calculated by adding one point per location for each of these characteristics: located near a transit stop, located near a school, an unsignalized intersection, located on an arterial/collector road or a road with a 35 mph or higher speed limit.
A detailed discussion of the scores can be found in Figures 1-3 of Appendix D of the Countywide LRSP.
The factors were calculated using the following data for each mode.
The pedestrian, bicycle, and motor vehicle totals were each normalized (creating values of 0 to 1 for each) and added together, so an intersection could have a maximum score of 3. For each road segment, the scores of each intersection within it were added together to find a segment-level score. The segments with the highest scores were selected as prioritized locations. The Countywide LRSP deferred to the local agencies on prioritized projects if they prepared their own plan.
The project prioritization methodology is presented in-depth in Appendix D of the Countywide LRSP.
Part 3: Future Prioritization
The project lists developed for the Countywide LRSP represent a list of prioritized project locations and countermeasures to address identified systemic or location-specific crash patterns. They are not presented in rank-order priority, and the path to implementation varies for any project depending o n a number of factors. For example, some projects may be able to be implemented in part or in whole with new development and associated infrastructure changes. Other projects may be candidates for grant funding like HSIP (based on crash history) or ATP (based on demographic and other project development history).
Each city will monitor its list while considering grant opportunities and while preparing its budget and CIP list, with an eye on how to implement these projects.
Part 4: Project Timing
For each project location identified, C/CAG worked with local agency staff to estimate a time horizon for project implementation. For the 10 agencies who created a plan alongside C/CAG, the estimated timeframes are shown in the tables below.

- In Progress / Construction Ready: Projects that are funded and for which the PS&E phase of design has already started or has finished. Construction is estimated to be completed before 2031.
- Near-Term / Concept Phase: Projects for which concept-level plans exist or have been funded.
Construction is estimated to begin by 2031 with completion dates estimated between 2032 and 2036.
- Long-Term / Planning Phase: All other projects. Construction is estimated to begin after 2031.

Progress and Transparency
This section serves as an addendum to the “Progress and Transparency” section of the Countywide LRSP.
The “Progress and Transparency” section (pages 74-75 of the Countywide LRSP) details potential measures of effectiveness (MOEs) for tracking progress. This addendum provides additional information on the reporting structure as well as targets for the various MOEs.
COUNTYWIDE LRSP GOALS
The MOEs presented in this document aim to measure the County’s progress at achieving the Countywide LRSP’s goals. The goals (page 16 of the Countywide LRSP) include the following:
◼ Regularly review crash history and community needs to identify and prioritize opportunities to reduce crash risk for roadway users of all ages and abilities. ◼ Partner with local agencies to incorporate roadway safety into all actions. ◼ Implement context-appropriate safety countermeasures systemically and as part of all projects to target emphasis areas and underserved communities.
◼ Support agencies in providing opportunities for citizen engagement to identify issues and inform Countywide safety solutions.
◼ Embrace the Safe System Approach to promote engineering and non-engineering strategies in the community.
◼ Work with agencies to monitor safety projects and implementation to track progress towards goals.
Progress Reporting Structure
TRANSPORTATION SAFETY ADVISORY COMMITTEE (TSAC)
The Transportation Safety Advisory Committee (TSAC) is a newly formed body which will consist of representatives from each of the 21 local agencies and relevant local, county, regional, and state agencies.
The TSAC will oversee evaluation of the Countywide LRSP and will facilitate collaboration across agencies to advance larger initiatives. Initiating the TSAC was a recommendation identified in the Countywide LRSP (page 57). The TSAC is set to officially commence in mid-2026. It will further refine the scope of the monitoring, including formalizing a monitoring structure for the 11 jurisdictions which did not participate in creating the Countywide LRSP.
REPORTING
To track the progress of each goal, C/CAG and the TSAC will publish an annual monitoring report. The report will feature MOEs aggregated at the countywide level and disaggregated to the jurisdiction level if there is an expected imbalance in outcomes among jurisdictions. C/CAG will issue a draft report to be reviewed by the local agencies and TSAC participants. The report will then be presented to the TSAC and to the C/CAG Board of Directors, who will assess implementation progress.

The recommended MOEs are categorized below based on whether they focus on process or outcome.
Process MOEs
Process MOEs judge progress, and ultimately success or failure, based on the actions being taken to advance recommendations in the Countywide LRSP. The following process MOEs will be included in the report:

◼ P2: Number of project locations identified in this plan advanced to construction ◼ P3: Number of projects which address an emphasis area 1 advanced to construction ◼ P4: Share of identified projects within underserved communities advanced to construction ◼ P5: Number of trainings conducted regarding Safe System elements, available tools, or practices ◼ P6: Amount of grant money obtained for a high-visibility media campaign ◼ P7: Percent of school participation in SRTS and roadway safety education opportunities ◼ P8: Number of engagement touchpoints for safety plans or projects.
Outcome MOEs
Outcome MOEs track crash totals, which provide a direct measure or roadway safety. C/CAG can use these measures to understand if their actions have been effective. C/CAG will gather crash data from available sources to calculate each of these measures. The following outcome measures will be included in the annual report:

o O2: Fatal/severe injury crashes
◼ Emphasis area-related crash statistics
o O3: Crashes involving Pedestrians
o O4: Crashes Involving Bicyclists

C/CAG’s member jurisdictions have a goal to eliminate all fatal and severe injury crashes by 2050 and should aim for a year -over-year reduction in each of these metrics. The TSAC may re-select new MOEs every 3-5 years as new emphasis areas arise or countywide conditions significantly change.
