SUBJECT: ADOPTION OF AN ADDENDUM TO THE COUNTY WIDE LOCAL

ROADWAY SAFETY PLAN (LRSP)

RECOMMENDATION
It is recommended that the City Council of the City of Foster City adopt the attached resolution accepting the Addendum to the Countywide Local Roadway Safety Plan (LRSP).

EXECUTIVE SUMMARY
An LRSP is a comprehensive document to help guide the City with respect to targeted safety improvements and policies for its roadway system. The City/County Association of Governments of San Mateo County (C/CAG) initiated and developed a Countywide LRSP, which included individual plans for jurisdictions within the County, in order to assist agencies in becoming eligible for future U.S. Department of Transportation (USDOT), Caltrans, and other safety funding opportunities.

In order to qualify for implementation grants under the US Department of Transportation (USDOT) Safe Streets for All (SS4A) grant program, jurisdictions must already have in place, a Safety Action Plan. As several jurisdictions began pursuing grant funding, it was discovered that the LRSPs were insufficient to serve as an Action Plan per the USDOT SS4A grant program requirements. Subsequently, C/CAG developed an Addendum to the Countywide LRSP to address the identified insufficiencies. The Addendum is

complete and USDOT has confirmed the Countywide LRSP and Addendum qualify as an eligible Action Plan. City Council’s adoption of the attached resolution accepting the Addendum to the Countywide LRSP, will render the City eligible for future USDOT SS4A grant programs.

BACKGROUND
In March 2023, the C/CAG Board of Directors hired Kittelson & Associates (Kittelson) to develop a San Mateo Countywide LRSP, which included a standalone chapter for Foster City. An LRSP identifies and analyzes roadway safety needs and develops a prioritized list of safety improvements. It establishes goals to reduce and eventually eliminate traffic deaths and serious injuries using a data-driven, multi-disciplinary approach that increases safe mobility for all.

On June 13, 2024, the C/CAG Board of Directors approved Resolution 24-47 adopting the Final San Mateo Countywide LRSP and accompanying Vision Zero Goal.

At the June 16, 2025 meeting, the City Council adopted City Resolution No. 2025-51 which adopted the Countywide and Foster City (specific chapter) LRSP and its accompanying Vision Zero Goal.

ANALYSIS
Following the adoption of the Countywide LRSP, several jurisdictions within San Mateo County began pursuing grant funding to implement identified safety countermeasures. In attempting to pursue the USDOT SS4A grant program, these jurisdictions were ineligible to apply because the LRSP did not qualify as an Action Plan, per the grant application instructions. The USDOT indicated that two components of the LRSP needed further development to meet eligibility requirements for an Action Plan: (1) Strategy and Project Selection, specifically including timelines for prioritized safety projects, and (2) Progress and Transparency, outlining how implementation and reporting would be conducted.

Subsequently, C/CAG hired Kittelson & Associates (previous developer of the LRSP) to develop an addendum to the Countywide LRSP. The addendum was completed in April 2026 and expands on the required components by incorporating near and long-term timelines, and a clear reporting framework. C/CAG resubmitted the revised document to USDOT on April 21, 2026. Following review, USDOT confirmed that the C/CAG LRSP Addendum includes all required elements to qualify as an eligible Action Plan for the SS4A Implementation Grant.

The adoption of the Addendum to the Countywide LRSP will render the City eligible for future grant funding from the US Department of Transportation Safe Streets for All (SS4A), particularly the Implementation Program. The Implementation Program includes funding for, but not limited to, pedestrian safety enhancements, speed management, and intersection improvements. Staff anticipates pursuing the Implementation Program in the future to implement projects identified in the LRSP and the Bicycle and Pedestrian Master Plan, which is planned for adoption later this year.

CEQA
This action does not require a CEQA exemption.

FISCAL IMPACT
There are no fiscal impacts associated with this Council action. The development of the Addendum to the Countywide LRSP was completed by C/CAG and was funded through the C/CAG Congestion Relief Funds.

The adoption of the Addendum to the Countywide LRSP will render the City eligible for future grant funding opportunities.
