EXECUTIVE SUMMARY
The FY 2025–2026 Vehicle Replacement budget had approved funding of $90,000 for the replacement of two (2) motorcycles, as evaluated by the Vehicle Maintenance Division. Although staff began the procurement process during FY 2025–2026, the specifications required revisions, and completed bid responses were not received in time to obtain approval and complete the purchase by June 30, 2026. The total purchase price for two (2) motorcycles is $91,432 which includes the cost of Police equipment upfitting. The budgeted amount for the replacement and upfitting of these two (2) motorcycles is
$90,000 therefore a carryover request of $90,000 from FY 2025-26 to FY 2026-27 and an appropriation from the Vehicle Replacement Fund (Fund 501) of $1,432 is requested to complete the purchase.
BACKGROUND/ANALYSIS
Staff recommends purchasing two (2) motorcycles from the appropriate lowest responsible bidders that meet the City’s vehicle specifications and delivery requirements.
A request for bid with vehicle specifications and delivery requirements was sent to six (6) dealerships and posted on the City’s website. Two dealerships responded:
Long Beach BMW Motorcycles and Powersports of Modesto. The table below lists the vehicle type and corresponding lowest bid:

Totals $91,432 $91,432
Two (2) motorcycles will be used by the Police Department for patrol operations, emergency response, investigative assignments, and specialized enforcement activities.
The FY 2025-2026 Vehicle Replacement budget included $90,000 for the replacement of two (2) BMW motorcycles. Staff began the bidding process ahead of the end of the fiscal year, however due to lack of specified motorcycles, bids were not finalized in time to request City Council approval of award of purchase until after June 30, 2026, the end of the fiscal year. As a result, staff is requesting a carryover of the appropriated funds to complete the purchase.
Typically, all carryover requests are brought to City Council at one time in late August. Staff is requesting approval of this carryover ahead of the remaining carryover requests to allow the motorcycles to be ordered and placed into service as soon as possible. Vendors have indicated that current pricing and availability can only be guaranteed through mid-August, and additional time will be needed to prepare the purchase requisitions following City Council approval.
CALIFORNIA ENVIRONMENTAL QUALITY ACT
The purchase is exempt from review under the California Environmental Quality Act (CEQA) 15061(b)(3) Common Sense Exemption because it can be seen with certainty that there is no possibility that this action may have a significant effect on the environment.
FISCAL IMPACT
The fiscal impact of proposed replacement of two (2) motorcycles is (a) $90,000 previously appropriated in the FY 2025-2026 and carried forward to FY 2026-27, plus (b) a supplemental appropriation of $1,432 to pay for the actual cost in excess of budget estimates. When the new motorcycles are delivered and put into service, the replaced motorcycles will be sold at public auction at an estimated sale value of $3,500 to $4,500 per vehicle (or $7,000 to $9,000 in total). Net proceeds from the motorcycles sales would be returned to the Vehicle Replacement Fund (501).
