☐ Attract and retain quality staff through best practices and trends ☐ Maintain, build, and modernize infrastructure to support growth and future needs of the City

EXECUTIVE SUMMARY:

The Fountain Valley Police Department strives to utilize technology as a component of our policing model. Unmanned Aerial Systems (UAS) are an emerging technology that is becoming conventional in law enforcement applications, including accident scene reconstruction, crime scene documentation, missing person searches, and tactical response. Officer safety is improved and community impact minimized because officers can conduct high-risk police operations remotely. The UASs are essential tools for enhancing public safety capabilities. The surveillance technology of a UAS extends the scope and efficiency of public safety endeavors.

UAS technology facilitates a rapid response to emergencies, improves monitoring of large public events, and supports the safe execution of search and rescue operations. A UAS provides a safer and cost-effective alternative to manned helicopters by reducing operational risks and costs. An investment in this technology provides the Police Department with modern tools needed to improve public safety, crime prevention, and quality of life in the City.

Staff requests Council approve to accept a donation from the Fountain Valley Community Foundation in the amount of $10,000 and a donation from Hyundai Motor America in the amount of $4,000 for the purchase of two (2) UASs from Advexure and to amend the Capital Replacement Schedule to include the UAS equipment.

DISCUSSION:

In January of 2022, the Fountain Valley Police Department started its UAS program with one UAS assigned to the Traffic Bureau for fatal traffic reconstructions. The use of a UAS has increased investigative efficiencies, improved safety for officers and Public Works personnel, reduced the need for other City resources, and minimized the traffic impact of collision investigations on the driving public.

The Fountain Valley Police Department is expanding the UAS program and aircraft fleet for use in Patrol operations. UAS operations will include traffic collision investigations, crime scene photography, tactical deployments involving SWAT, missing person searches, and assessing natural disasters with real-time aerial photography capabilities. The UAS program will not utilize random surveillance operations.

Operators of the UAS will receive training in the use of the UAS to comply with legal requirements respective of expectations of privacy and all applicable Federal Aviation Regulations. The Police Chief closely monitors the UAS program to ensure compliance with State and Federal laws. Mandatory reports will document the flight duration and flight paths of all UAS deployments. The electronic data and video of specific incidents is downloaded into the Department’s evidence management system.

After conducting research with surrounding public safety agencies and evaluating various UAS platforms, Staff concluded that the DJI Mavic 3 Thermal Enterprise UAS surpassed the competition and excelled for its reliability, advanced technology, and cost-effective thermal camera capabilities. The DJI platform is equipped with sensors and thermal imaging that detects heat signatures and tracks objects in low-light or obstructed environments. Enhanced visual flexibility gives operators the ability to switch views in real-time based on operational needs, including simultaneous viewing of thermal and visual feeds. The UAS platform features comprehensive safety measures, such as obstacle avoidance sensors, which prevent collisions with trees, buildings, or other UASs. Staff recommends the purchase of two DJI Mavic 3 Thermal Enterprise UASs from Advexure for the Fountain Valley Police Department’s UAS program.

Staff’s request to purchase two (2) UASs:
 Supports the need for operational continuity;
 Ensures immediate availability should the other experience technical difficulties or be down for maintenance;
 Allows coverage of a wider area during large-scale operations or events needing simultaneous monitoring across multiple sites; and
 Offers the advantage of capturing diverse perspectives and angles in complex scenarios or challenging environments.

Moreover, having two (2) UASs expedites continuous operation. While one (1) UAS is active, the other can be charged or prepared, reducing downtime and maintaining constant aerial support during prolonged incidents or sequential missions. The acquisition of two (2) UASs enhances the Department’s operational capabilities, ensuring they are better equipped to manage a wide range of situations with increased efficiency and safety.

FISCAL REVIEW:

A donation of $10,000 from the Fountain Valley Community Foundation and a $4,000 donation from Hyundai Motor America will partially fund the acquisition of two (2) DJI Mavic 3 Thermal Enterprise UAS and related equipment from Advexure. The balance of $1,946.30 will be expended from the Police Department’s existing operating budget. The certified UAS training will be expended from the Police Department’s existing training budget.

Each DJI UAS includes a DJI Care Enterprise Basic plan, which provides one (1) year of coverage against damage caused by user error and up to two (2) replacements within the year of coverage. The replacement fee is $320. The Care Enterprise Basic plan may be renewed after the first year for up to two (2) additional years and has a renewal fee of $499 for each year. Staff will assess the efficacy of the UAS after Year 1 to determine the cost-effectiveness of a renewal. Advexure has a Sourcewell Contract #011223-ADX that provides the City with a cost savings of $771.75.
