CITY OF FOUNTAIN VALLEY
CITY COUNCIL
COUNCIL ACTION REQUEST
To: Honorable Mayor and Agenda Date: December 3, 2024
Members of the City Council
SUBJECT: Approve a Resolution of the City Council of the City of Fountain Valley Approving and Authorizing Implementation of the Police Officer and Dispatcher Hiring Incentive Program.
Three-Year Strategic Goals
☐ Enhance the culture and environment of “A Nice Place to Live” ☐ Attract and retain revenue producing businesses
☐ Achieve fiscal stability in accordance with the 20-Year Financial Plan ☒ Attract and retain quality staff
☐ Not applicable
EXECUTIVE SUMMARY:
Staff requests Council approval to implement a Police Officer and Dispatcher Hiring Incentive Program. The proposal intends to improve the City’s success in recruiting, hiring, and retaining lateral/recruit Police Officers and lateral Dispatchers. The program provides an incentive for current employees to take a more active role in recruitment by recruiting their colleagues and acquaintances on an informal basis.
The Police Department currently has 12 Police Officer vacancies and 3 Dispatcher vacancies.
The direct cost for this program is up to $165,000 annually for each lateral/recruit Police Officer or lateral Dispatcher hired by the City who is eligible for the incentive program, coupled with the Employee Referral Incentive.
DISCUSSION:
The City has a constant need to hire new Police Officers and Dispatchers due to a combination of retirements, attrition and injuries. It has become increasingly challenging for the City and every other public agency to hire quality Police Officers and Dispatchers. In particular, the City has struggled to recruit and hire individuals with experience as a Police Officer or Dispatcher.
The City can fill vacant Police Officer and Dispatcher positions with either an inexperienced individual whom the City first sends to the Police Academy or Dispatcher Course for extensive training (Police recruit/entry-level Dispatcher) or someone who already has experience as a Police Officer or Dispatcher (laterals). While there are pros and cons of hiring both types of employees, an individual hired as a lateral Police Officer is deployed into the field much sooner
HIRING INCENTIVE PROGRAM
December 3, 2024
than an individual hired as a Police recruit. A lateral Police Officer is much more likely to pass probation and become a productive Police Officer, as they have already demonstrated the ability to perform the duties of a Police Officer elsewhere.
Conversely, the City has a low success rate in hiring and successfully retaining Police Dispatchers with no prior Dispatcher experience. This is an issue throughout the law enforcement community, due to the unique nature of the job. For every inexperienced Police Dispatcher that fails probation, the City ends up spending a considerable amount of money per unsuccessful employee.
In an effort to encourage more quality Police Officer and Dispatcher candidates to seek employment with the City of Fountain Valley and provide incentives for our current employees to take a more active role in recruitment, Staff has proposed implementing a hiring incentive program.
The proposed Police Officer Hiring Incentive Program would include the following incentives:
1) Lateral Hiring Incentive
Up to $10,000 per newly hired lateral Police Officer, paid in two (2) installments:
o $5,000 at time of hire
o $5,000 after successful completion of the probation period o 40-hour comp bank upon hire. No cash value.
2) Recruit Hiring Incentive
Up to $5,000 per newly hired recruit Police Officer, paid in two (2) installments:
o $2,500 at time of hire
o $2,500 after successful completion of the probation period 3) Employee Referral Bonus
Up to $2,000 for a current Police Department employee who refers a lateral or recruit Police Officer who is hired by the City, paid in two (2) installments, or the option of 40 hours compensation time:
o $1,000 at time of hire of the lateral Police Officer
o $1,000 after the lateral Police Officer’s successful completion of the probation period
o Comp time option must be used within the first year of the referral hire date. No cash value.
The Police Dispatcher Hiring Incentive Program would include the following incentives:
1) Lateral Hiring Incentive
Up to $5,000 per newly hired lateral Police Dispatcher, paid in two (2) installments:
o $2,500 at time of hire
HIRING INCENTIVE PROGRAM
December 3, 2024
o $2,500 after successful completion of the probation period o 40-hour comp bank upon hire. No cash value
2) Employee Referral Bonus
Up to $2,000 for a current Police Department employee who refers a Police Dispatcher who is hired by the City, paid in two (2) installments, or the option of 40 hours compensation time:
o $1,000 at time of hire of the Police Dispatcher
o $1,000 after the Police Dispatcher’s successful completion of the probation period
o Comp time option must be used within the first year of the referral hire date. No cash value.
Lateral Officers and Dispatchers lose or cash out accumulated vacation hours upon separation with their previous employer, and new hires start with an empty vacation bank. Under Section
9.03 of the FVPOA MOU, and Section 1102 of the FVGEA, new hires earn vacation hours the first year at a rate of 3.08 hours per pay period (80 hours annually).
Staff proposes to start newly hired lateral Police Officers and lateral Dispatchers with a 40- hour comp bank upon hire. The number of hours is consistent with existing vacation accrual rates in a six-month period for newly hired Officers and Dispatchers in the POA MOU and FVGEA MOU. The proposed incentive honors the previous law enforcement service of prospective employees which can attract lateral Police Officers and Dispatchers to apply for a job with the City of Fountain Valley. The proposal supports the City’s three-year strategic goal to “Attract and retain quality staff” and is supported by the respective bargaining units.
FISCAL REVIEW:
The Police Department currently has 11 Police Officer vacancies and 2 Dispatcher vacancies.
The direct cost for this program is up to $165,000 annually for each lateral/recruit Police Officer or lateral Dispatcher hired by the City who is eligible for the incentive program, coupled with the Employee Referral Incentive. The hiring incentive and employee referral bonus will be retroactive for new hires and employees eligible for the program, beginning at the start of the current fiscal year.
While the potential direct cost of this program is up to $165,000 annually per newly hired lateral/recruit Police Officer or lateral Dispatcher, the program also presents an opportunity for considerable cost savings if the City can successfully recruit more quality lateral Police Officers and lateral Police Dispatchers. When the City hires a Police recruit or entry level Dispatcher who fails training and thus never becomes a productive Police Officer or Dispatcher, this results in significant expenditures for those employees, not including the countless hours of staff training time, ultimately yielding no tangible return on the City’s investment.
No additional budget appropriation is requested. The Police Department’s personnel budget can absorb the cost of this program in the current fiscal year. The Police Department will track the cost of this program in a separate line item in their budget. Payments will be processed
HIRING INCENTIVE PROGRAM

on the employees’ paychecks during the City’s regular payroll process. Applicable state and federal deductions will be made as required by law.
Staff recommends a one-year trial period for the program, at which time it will be reviewed and evaluated for effectiveness. The incentive program may be discontinued at any time for any reason at the discretion of the Chief of Police. Should the program be discontinued, a qualified employee would still be eligible to receive the cash incentive should an applicant previously recruited be involved in any phase of the hiring process.
