AGENCY/HOUSING AUTHORITY
The next Regular Meeting of the Fountain Valley City Council is March 17, 2026 at 6:00 p.m., in the Fountain Valley Council Chambers, 10200 Slater Avenue, Fountain Valley.

City of Fountain Valley
Memorandum
TO: Mayor Cunneen and City Council Members
FROM: Rick Miller, City Clerk
DATE: March 3, 2026
SUBJECT: Study Session – City Council Health Care
______________________________________________________________________________ At the February 3, 2026 City Council meeting, Council Member Constantine requested that staff bring back information and options related to health care for City Council members. In 2012, the City Council decided that any newly elected Council Member starting in December 2012 would no longer be eligible for medical, dental, and life insurance benefits.

Prior to the City Council voting to remove City Council medical benefits, City Council members had the option to participate in the City’s medical plan through CalPERS. The City paid the medical premiums for the council member and their dependent. There was no cash-in-lieu benefit if a council member declined medical coverage.

The following chart is information gathered from other Orange County cities in November of 2025, and what they provide for medical contributions to City Council members:

CITY BASE MONTHLY STIPEND

MEDICAL

CONTRIBUTION
LAST

UPDATED
Aliso Viejo $520.00 $ 2,083.40 2024
Anaheim $1,500.00 $ 1,500.00 2024
Buena Park* $1,473.00 $ 2,240.00 2025
Costa Mesa $1,492.26 $ 2,100.00 2024
Cypress $400.00 $ 2,393.86 2025
Huntington
Beach $175.00 $ 817.00 2024
Irvine $880.00 $ 1,353.54 2024

Page 2 ends

Pursuant to Government Code 53208.5, the benefits of members of the legislative body shall not be greater than the most generous schedule of benefits being received by any category of non-safety employees.

Here, the City’s contribution to health insurance benefits for city employees varies based on the negotiated contract with an Association or as defined by Resolution.

For Department Directors, in accordance with Resolution 9924, the city pays the full medical and dental premium for the coverage selected for the employee and eligible dependents. The maximum possible amount the City Council could receive would be $3,833.59, which covers the PERS PPO Platinum Family Plan and the PPO Family Delta Dental Plan. In addition, the city provides a $100,000 life insurance policy for Directors with the premium paid by the city. The life insurance premium paid for Directors is based off of working 30 hours or more per week, with a monthly cost of $10.25.

Therefore, possible options for the City Council to consider would be following:

1. Receive the same health and welfare benefits as Department Directors.

2. Receive health and welfare benefits of less than those received by Department Directors.

3. Take no action.
