EXECUTIVE SUMMARY
At its meeting on June 16, 2026, the City Council introduced for a first reading an Ordinance approving Code Amendment (CA) No. 26-03 to: establish citywide Objective Design Standards for multifamily residential and residential mixed-use development projects; and approve a Notice of Exemption in accordance with the California Environmental Quality Act (CEQA). The City Council approved the first reading by a vote of 4-1.
Subsequent to the first reading, City Staff contacted the State Housing Community Development Department (HCD) regarding their interest in reviewing the code amendment to establish objective design standards. HCD’s response was that they do not proactively review ordinances adopted by local jurisdictions, except for some exceptions, such as those regulating ADUs. They would also review the said ordinance if a complaint were received.
FINANCIAL REVIEW
There is no financial impact associated with approving the proposed code amendment.
