City of Fountain Valley
Memorandum
TO: Honorable Mayor and Members of the City Council
FROM: Meghan Wisher, Management Analyst
DATE: October 6, 2026
SUBJECT: Public Cable Television Authority Overview
______________________________________________________________________

EXECUTIVE SUMMARY
The purpose of this memorandum is to provide the City Council with an overview of the Public Cable Television Authority (PCTA), including its function, funding structure, services provided to the City of Fountain Valley, and current programming trends.

PCTA is a joint powers authority serving the cities of Fountain Valley, Westminster, and Stanton. Its responsibilities include monitoring state and federal video-service customerservice standards, assisting residents with unresolved cable/video provider issues, administering franchise and Public, Educational and Governmental (PEG) revenues, and supporting government-access television programming, including Fountain Valley Television (FVTV).

PCTA operates through two separate funding streams: franchise/administrative revenue and PEG revenue. Franchise/administrative revenue supports PCTA operations, with remaining franchise-fee revenue distributed to member cities. PEG revenue is generated through a 1% PEG support fee on video-provider gross revenues and is restricted to eligible PEG facilities and associated costs.

For Fountain Valley, PCTA supports core government programming, including City Council and Planning Commission meetings, FVTV channel operations and online streaming, as well as various City and community programs and special events. As part of the presentation, staff will provide Council with an overview of PCTA’s current functionality, Fountain Valley’s funding and expenditures, recent production activity, and how the City’s use of PCTA has evolved as residents increasingly access information through digital and online platforms.

DISCUSSION
As traditional cable revenues decline and the ways residents access City information

Page 8 of 43 ends
Page 2 ends

continue to evolve, staff is also evaluating how available resources can best support the City’s communication needs.

Staff is seeking City Council feedback regarding the City’s continued use of PCTA services and whether there is interest in further exploring alternative or supplemental media options. This could include evaluating a modern, language-inclusive platform supported by General Fund resources that may provide additional opportunities for multilingual content, digital distribution, livestreaming, and broader community access.

Should Council express interest, staff would conduct additional research regarding available platforms, services, costs, and potential General Fund impacts and return to the City Council at a future meeting for further consideration. No funding commitment or change to existing PCTA services is being requested as part of this item.

CITY OF FOUNTAIN VALLEY

CITY COUNCIL

COUNCIL ACTION REQUEST
To: Honorable Mayor and Agenda Date: October 6, 2026
Members of the City Council
SUBJECT: Adopt A Resolution Identifying the Terms and Conditions for Fountain Valley Fire Department Response Away from Official Duty Station and Assigned to an Emergency Incident
Three-Year Strategic Goals
☐ Cultivate a welcoming culture and safe environment that makes our community “A Nice Place to Live.”
☒ Ensure long-term fiscal stability by evaluating processes, and attract and retain revenue producing businesses/opportunities.
☒ Attract and retain quality staff through best practices and trends. ☐ Maintain, build, plan for, and modernize infrastructure to support the growth and future needs of the City.
☐ Not applicable.

EXECUTIVE SUMMARY
The California Fire Assistance Agreement (CFAA) is the agreement between the State of California and local government fire agencies that governs the assignment of, and reimbursement for, local government fire personnel and equipment committed to state and federal emergency incidents through the California Master Mutual Aid Agreement. As a condition of reimbursement, the California Governor's Office of Emergency Services (Cal OES) requires each participating agency to have on file an action of its governing body identifying the terms and conditions under which its personnel are compensated when responding away from their official duty station. Staff recommends adopting an updated resolution that adds nine (9) classifications to those eligible under Resolution No. 9495.

DISCUSSION
The CFAA is a key part of the statewide mutual aid system. Participation in the agreement allows the Fountain Valley Fire Department to both provide and receive assistance during large-scale emergencies. Under the CFAA's portal-to-portal provision, fire personnel are compensated for their time from the moment they are dispatched to an emergency incident until they return to their home jurisdiction and are back in service. To be reimbursed for these costs, the City must maintain, on file with the Cal OES Fire and Rescue Division, documentation of its compensation terms and conditions, together with a current salary survey or an acknowledgment of acceptance of the applicable “base rate.” Adoption of the attached Resolution satisfies that requirement.

Page 35 of 43 ends

Resolution for Fire Department Response Away from Official Duty Station October 6, 2026

Page 2 ends

On April 7, 2015, the City Council adopted Resolution No. 9495 establishing these terms and conditions. The proposed Resolution retains that policy but expands the list of eligible classifications by adding Division Chief, Administrative Fire Captain, Fire Marshal, Deputy Fire Marshal, Fire Prevention Analyst, Fire Prevention Specialist, Senior Management Analyst, Management Analyst, and Emergency Medical Services Manager. The existing classifications of Fire Chief, Battalion Chief, Fire Captain, Fire Engineer, Firefighter/Paramedic, and Firefighter remain.

Identifying each eligible classification is significant because Cal OES reviews the adopted Resolution when validating reimbursement claims. Deploying a classification that is not identified in the Resolution may result in a claim being reduced or denied. The expanded list allows the Department to respond to mutual aid requests with the requested personnel and specialized skill sets, including assignments to Incident Management Teams and to incident finance, planning, and logistics functions. Following adoption, the Department will submit the Resolution to the Cal OES Fire and Rescue Division, together with an updated salary survey or base rate acknowledgment.

If a classification does not have an assigned compensation rate for a given assignment, the Resolution provides that a “base rate” set forth in an organizational policy, administrative directive, or similar document will be used to compensate employees in that classification.

Overtime will continue to be compensated in accordance with the applicable Memorandum of Understanding, Personnel and Salary Resolutions, or other directives that identify personnel compensation.

Adoption of the Resolution does not obligate the City to respond to any request for mutual aid.

Deployment decisions remain at the discretion of the Fire Chief, based on the City's operational needs at the time of the request.

FISCAL REVIEW
There is no fiscal impact related to this item. The Resolution does not appropriate funds or change the compensation to which Fire Department personnel are otherwise entitled under their applicable Memorandum of Understanding or the City's Personnel Rules and Regulations.

Personnel costs incurred on a Cal OES emergency incident, including portal-to-portal compensation, are recovered through the CFAA reimbursement process, along with the administrative rate allowed under the agreement. Adoption of the Resolution protects future claims from being reduced or denied for lack of an adopted compensation policy, which would otherwise leave deployment costs to be absorbed by the General Fund.

ENVIRONMENTAL IMPACT REVIEW
Not applicable.

ATTORNEY REVIEW
The Attorney for the City has reviewed and approved the attached Resolution as to form.
