1. MEETING CALLED TO ORDER
Mayor Parra called the meeting to order at 6:00 p.m.

City Staff Present: Interim City Manager Gaffery, City Attorney Cross, Fresno County Fire Protection District Battalion Chief Dominguez, Recreation Supervisor Hernandez, City Planner Marple, Finance Director Moreno, City Engineer Park, Police Chief Reid, Public Works Director Rocha, and City Clerk Vasquez.

10. GENERAL ADMINISTRATION

10A. CONSIDER the Master Encroachment Agreement with unWired Broadband, LLC. and authorize the Interim City Manager to negotiate the agreement, allowing unWired to construct a fiber optic network and establish itself as a franchise utility service provider.
Motion made by Kazarian, Seconded by Mejia.

10B. WORKSHOP by the Fresno County Transportation Agency on the Golden State Boulevard Corridor Project

10C. APPROVE a Second Amendment to the Police Chief Employment Agreement with Michael S. Reid
Motion made with the removal of Section 7 by Parra, Seconded by Mejia.
Voting Yea: Gill, Hammer, Kazarian
Council directed staff to bring back Section 7 for discussion into closed session at the next council meeting.
Planning
10D. APPROVE Resolution No. 2741, adopting an updated City of Fowler Planning Fee Schedule.
Motion made by Kazarian, Seconded by Mejia.

11A. Quarterly Sales Tax Update
11B. Update on water tower rehabilitation project
In addition to Finance Director Moreno and Public Works Director Rocha; updates were provided by Interim City Manager Gaffery, Police Chief Reid, and City Clerk Vasquez.

Updates were provided by Councilmember Hammer, Mayor Parra, and Mayor Pro-Tem Mejia.
