EXECUTIVE SUMMARY
Staff recommends City Council approve Resolution No. 2790 Continuing Expenditures and Revenues in accordance with the 2024-2025 Budget in lieu of timely 2025-2026 budget adoption.
BACKGROUND
With the recent onboarding of new Finance Director & Treasurer position, staff is requesting to extend the time to submit the proposed budget for Fiscal Year 2025-2026 at the next regular City Council meeting on July 1, 2025. This agenda item will allow the City to continue with activities and operations until the City Council is able to review and approve the Fiscal Year 2025-2026 Budget.
PUBLIC NOTICE
This item was noticed as a part of the City Council Agenda.
ENVIRONMENTAL REVIEW
This action does not constitute a “project” pursuant to the California Environmental Quality Act.
GENERAL PLAN CONSISTENCY
Continuing the Fiscal Year 2024-2025 Budget in lieu of a timely Fiscal Year 2025-2026 Budget is essential to implement the vision, goals, policies, and action items contained in the General Plan.
FISCAL IMPACT
The approved resolution to continue expenditures and revenues in accordance with the Fiscal Year 2024-2025 Budget in lieu of timely Fiscal Year 2025-2026 Budget.
PROCUREMENT PROCESS
The continuation of the budget will allow the authorization and permitting the allocation of funds for purchasing goods and services in accordance with the Purchasing Policy. 3 Section 3, Item A

Staff is not aware of any conflicts of interest.

RESOLUTION NO. 2790
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOWLER
APPROVING CONTINUING EXPENDITURES AND REVENUES IN ACCORDANCE WITH THE 2024-2025 CITY BUDGET IN LIEU OF TIMELY
2025-2026 BUDGET ADOPTION
WHEREAS, the City Council duly adopted the Fiscal Year 2024-2025 budget; and WHEREAS, adoption by the City Council of the Fiscal Year 2025-2026 operating budget will be delayed until after the 2025-2026 Fiscal Year commences on July 1, 2025; and WHEREAS, the Fiscal Year 2024-2025 budget will end on June 30, 2025; and WHEREAS, the City Council deems it appropriate to continue activities and operations of the City until the passage of the Fiscal Year 2025-2026 budget at a future City Council meeting after the 2025-2026 Fiscal Year commences.
NOW, THEREFORE, the City Council of the City of Fowler hereby resolves as follows:
1. The foregoing recitals are true and correct and incorporated herein by reference.
2. The City Council does hereby approve continuing the Fiscal Year 2024-2025 annual budget in full force and effect through August 31, 2025, and authorizes spending in accordance with the levels prescribed in that balanced budget assuming revenues to offset expenditures.
3. Upon adoption of a resolution adopting the 2025-2026 budget, this resolution shall have no further force and effect.
4. This resolution is effective upon adoption.
PASSED, APPROVED AND ADOPTED this 23rd day of June 2025, at a duly convened special meeting of the Fowler City Council by the following vote:
