CITY COUNCIL MEETING
REPORT TO THE CITY COUNCIL
DATE: March 17, 2026
FROM: MICHAEL REID, City Manager
SUBJECT: CONSIDERATION of the appointment of an Assistant City Manager and the conversion of the part-time Code Enforcement Assistant position to a full-time Code Enforcement Officer I. i. CONSIDER Resolution No. 2827, approving the number
of full-time positions and certain temporary/ part-time positions authorized in the City for Fiscal Year
2025/2026. Staff Recommendation: Approve Resolution
No. 2827.
EXECUTIVE SUMMARY
Approval of Resolution No. 2827 would fill the currently vacant Assistant City Manager position and convert the current part-time Code Enforcement Assistant position to a full-time Code Enforcement Officer I.
BACKGROUND
Proactive succession planning is a cornerstone of effective governance. In 2023, the City Council demonstrated this commitment by appointing the Community & Economic Development Director as Assistant City Manager. This strategic move ensured a seamless leadership transition in early 2025, providing the appointee with the institutional knowledge and experience required to serve effectively as Interim City Manager.
As Public Works and Public Utilities Director, Eric Rocha has proven to be a cornerstone of Fowler’s leadership team. Through the successful delivery of key infrastructure projects and a comprehensive reorganization of his department, he has significantly improved operational efficiency and community responsiveness. To ensure long-term continuity in City Management, Eric Rocha would be appointed Assistant City Manager, keeping the Public Works & Public Utilities Director position vacant.
Fowler’s continued community growth and a renewed focus on code enforcement priorities require a strategic reorganization of the Code Enforcement Division. Staff proposes converting the current part-time role into a full-time Code Enforcement Officer I position. While core duties remain consistent, the expanded hours will allow for critical administrative oversight, including 17 Section 9, Item A
case-tracking and formal correspondence. This role will first be offered to the individual currently serving as the part-time Code Enforcement Assistant.
Simultaneously, the Projects & Compliance Administrator will shift focus exclusively to Entitlement (Planning Permit) Compliance. This transition addresses the City’s accelerating commercial and industrial growth while optimizing the budget by transitioning much of the work previously performed by contract staff to in-house personnel.
The Director of Community & Economic Development will continue to have these two positions report directly to him.
PUBLIC NOTICE
This item does not require a public hearing and was noticed as a part of the City Council Agenda.
ENVIRONMENTAL REVIEW

GENERAL PLAN CONSISTENCY
This action is not associated with a specific General Plan Goal, Policy, or Action Item.
However, this action is consistent with the General Plan’s Community Vision and Supporting Principles.
FISCAL IMPACT
The fiscal impact for this, which consists solely of personnel costs related to converting the Code Enforcement position to Full-Time (FT), was approved as part of the budget amendment with remainder of this fiscal year to be $12,239.03. A full fiscal year impact for the FT Code Enforcement position is $58,247 (Wages $43,146 & Benefits $15,101). As for the Assistant City Manager position, the remainder of this fiscal year will be $3,492.07 with a full fiscal year impact of $233,879 (Wages $171,994 & Benefits $61,885). Note that personnel costs consist of wages and benefits. Moving forward, the fiscal impact for the Assistant City Manager will not change until there is an updated job classification and salary schedule update which will need to be approved by resolution.
