This meeting is being conducted by teleconference at the following locations: Fowler City Council Chamber, 128 S. 5th Street, Fowler, CA 93625; 1000 Walnut Street, Des Moines, IA 50309; and Mühlenstraße 19, Friedrichshain, 10243 Berlin, Germany. Each teleconference location is open to the public and any member of the public has the opportunity to address the City Council from a teleconference location in the same manner as if that person attended the meeting location.
The City Council will control the conduct of the meeting and determine the appropriate order and time limitations on public comments from the teleconference locations.

Resolutions and Ordinances - With respect to the approval of resolutions and ordinances, the reading of the title thereto shall be deemed a motion to waive a reading of the complete resolution or ordinance and unless there is a request by a Councilmember that the resolution or ordinance be read in full, further reading of the resolution or ordinance shall be deemed waived by unanimous consent of the Council.

A CONSIDER Adoption of a Resolution No. 2854 Approving the City of Fowler Public Safety, Street and Infrastructure Maintenance, and Essential City Services Transactions and Use Tax Ordinance, No. 2026-07, which would establish a OneHalf Cent (0.5%) Transactions and Use Tax; Calling a General Municipal Election on November 3, 2026 for the Purpose of Submitting this Ordinance to the City’s Voters; Requesting that the Fresno County Board of Supervisors Consent and Agree to the Consolidation thereof with the Statewide Election to be held on the same date; Requesting Election Services from Fresno County; and Directing Related Actions and Allowing the City Manager to Execute any and all Documents and to make any Changes or Corrections as May be Required.
Staff Recommendation: Adopt Resolution No. 2854 approving submission of Ordinance No. 2026-07 to the voters on November 3, 2026, General Municipal Election.
