CITY COUNCIL MEETING

REPORT TO THE CITY COUNCIL
DATE: September 1, 2026
FROM: MATT FLOOD, Community & Economic Development Director SUBJECT: CONSIDER: Approving Resolution No. 2857, approving a Sixth Amendment to the On-Call Engineering Services Agreement and a Fourth Amendment to the On-Call Planning Services Agreement with Provost & Pritchard Consulting Group, setting effective rates through the end of Fiscal Year 2026-2027.

Staff Recommendation: Approve Resolution No. 2857

EXECUTIVE SUMMARY
Council to consider approving amendments to the On-Call Agreements from Provost & Pritchard Consulting Group for Engineering and Planning services. This will ensure continuation of ongoing work and projects.

BACKGROUND
Provost & Pritchard Consulting Group (P&P) currently provides on-call Planning Services for the City of Fowler and has done so for many years. P&P also provides on-call Engineering Services and has done so since 2023. They are one of a few such firms in the valley that provide these services while possessing a significant staff roster that includes surveyors, environmental specialists, GIS specialists, and others that impart significant technical value to the City’s work.

The proposed amendments proposes an extension of this work through the end of Fiscal Year 2026-2027, as well as updates the rates charged to the City pursuant to the original agreements.

PUBLIC NOTICE
This item does not require a public hearing and was noticed as a part of the City Council Agenda.

ENVIRONMENTAL REVIEW
This action does not constitute a “project” pursuant to the California Environmental Quality Act.
39 Section 9, Item A

GENERAL PLAN CONSISTENCY
On-call planning and engineering services support the implementation of all General Plan Goals, Policies, and Action Items.

FISCAL IMPACT
Expenses for on-call planning and engineering services are included in the Fiscal Year 2026/27 adopted budget. These expenses can vary from year-to-year based on the level of private sector development, the number of grant-funded projects and grant applications underway, and construction activity occurring in the City. Additionally, some of these costs are offset by developer fees for services and grant reimbursements. City fees for service are also adjusted annually to account for the costs for contract city engineering and city planning.

PROCUREMENT PROCESS
As these awards are for Amendments to existing Agreements that were previously approved by City Council, they are being brought for City Council consideration, per the City’s Purchasing Policy.

CONFLICT OF INTEREST
Staff is not aware of any conflicts of interest.
