Executive Summary: The City issued a request for proposals (RFP) to conduct Firefighter Medical Examinations for the Fire Department. Staff recommends that the City Council award the contract and authorize the City Manager, or designee, to enter into a service agreement with Life Extension Clinics, Inc. dba Life Scan Wellness Centers in an amount not to exceed $228,150 for firefighter medical examinations.

BACKGROUND: The Fremont Fire Department has recognized a strong need to provide medical exams to protect personnel from preventable and treatable major medical issues, in accordance with the recommendations of the National Fire Protection Association (NFPA). To meet the requirements of NFPA 1852, Standard on Comprehensive Occupational Medical Program for Fire Departments, the Department applied for grant funding through the Assistance to Firefighters Grant (AFG) Program to facilitate a wellness and fitness program.

On August 13, 2021, the department was notified that the grant was awarded in the amount of $185,995, with a matching requirement of $18,600, and the City Council has approved appropriation of the grant funds.

DISCUSSION/ANALYSIS: Health and wellness programs are critical in identifying negative trends in employee health, preventing the transmission of communicable diseases, and early recognition of potential medical problems. To protect the health of the staff, the Fire Department has sought out a vendor to provide annual and periodic medical examinations.

In October 2021, the City issued RFP #22-006 for firefighter medical exam professional services and two proposals were received from Live Scan Wellness Centers and from Bio - Care. Both responses offered a mobile plan to conduct the exams. An evaluation team comprised of Fire Suppression and Fire Management staff evaluated the proposals for qualifications and technical response. Additionally, both vendors conducted oral presentations to the evaluation team. After careful consideration, staff recommends that the City award the contract to Life Scan Wellness Centers and enter into a service agreement with a two-year term.

FISCAL IMPACT: The City Council has previously appropriated $185,995 in the Federal Operating Grants Fund (Fund 199) for this purpose. The matching fund requirement of Staff Report (ID # 4523) Meeting of January 11, 2022
