Executive Summary: Since 2018, Alameda County Probation Department (ACPD) has contracted with the City to provide Trauma Focused Cognitive Behavioral (TF-CBT) Groups and Parenting Classes in the South County service area (Fremont, Union City, Newark and San Leandro). The City carries out this contract in partnership with Union City’s Youth & Family Services, as well as Seneca Family of Agencies.
Staff recommends that the City Council authorize the City Manager to execute a subcontract with Seneca Family of Agencies in the amount of $109,434, through June 30, 2023.
BACKGROUND: For many years, ACPD has contracted with the City’s Human Services Department to provide counseling, support services and truancy intervention services to Juvenile Justice involved youth and their families, under a Delinquency Prevention Network (DPN) contract.
In 2018, ACPD issued a Request for Proposals (RFP) for additional TF-CBT groups and parenting class services, to be provided for youth under ACPD’s Community Supervision program. The goal of these services is to help youth successfully complete Probation requirements, gain life skills, reduce symptomatic behaviors, improve social relationships and prevent youth recidivism. Many Community Supervision program participants have experienced traumatic events and as a result have negative symptomatic behaviors that contribute to their social, emotional and educational instability. The parents of these youth have also faced many challenges and need significant support. The RFP divided the County into five service areas. Fremont’s service area includes Union City, Newark and San Leandro, but excludes Hayward, which has its own service area.
As result of the RFP, the City, along with Union City’s Youth & Family Services and Girls, Inc. of Alameda County as subcontracting partners, was awarded a master contract by the County. Subsequently, on March 31, 2021, Seneca Family of Agencies acquired the Girls, Inc. Pathways Counseling Center team, and thus became a partner in the City’s Master Contract with the County.
Staff Report (ID # 4512) Meeting of January 11, 2022
Updated: 1/4/2022 9:38 AM by Susan Gauthier Page 2
As authorized by multiple City Council actions, the City is currently entered into an amended master contract totaling $278,616 with ACPD to continue providing services to clients through June 30, 2023. To fulfill the terms of its master contract with the County, staff is recommending the City formalize its partnership with Seneca by executing a new subcontract with Seneca Family of Agencies.
DISCUSSION/ANALYSIS: Girls, Inc. had underutilized their subcontracted funds as a result of the impact from the COVID-19 pandemic and the transition of its Pathways Counseling Center to Seneca Family of Agencies. The proposed subcontract, in th e amount of $109,434, reflects current unused carryover funds that will enable the Human Services Department to extend services, including youth groups and parenting programs, through FY 2022/23 (June 30, 2023).
FISCAL IMPACT: There will be no fiscal impact to the General Fund. Funding provided under the master contract will support all expenses associated with the City’s subcontract with Seneca Family of Agencies. As part of the FY 2021/22 Adopted Budget, the City Council appropriated sufficient funds to support the services in this agreement.
ENVIRONMENTAL REVIEW: This action is not a project subject to California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines section 15378 as it is an administrative governmental activity that will not result in direct or indirect physical change in the environment and, as a separate and independent basis, CEQA Guidelines section 15061(b)(3) because it can be seen with certainty that there is no possibility the activity may have a significant effect on the environment.
ATTACHMENTS: None.
RECOMMENDATIONS: Authorize the City Manager, or her designee, to execute a subcontract with Seneca Family Agencies, Inc., for the period of July 1, 2021 through June 30, 2023, to provide trauma-focused cognitive behavioral groups and parenting classes for at-risk youth and families in Southern Alameda County, in an amount not to exceed $109,434.
