Executive Summary: The purpose of this report is to authorize the purchase of one dump truck, one street sweeper, and seven police vehicles to replace current aging equipment.

BACKGROUND: The dump truck, street sweeper, and seven police vehicles that staff recommend for replacement have reached the end of their useful life and are incurring increased mechanical failures, downtime, and maintenance costs that require they be replaced before costs become prohibitive. The dump truck, street sweeper, and seven police vehicles are scheduled for replacement and funds for that purpose have been appropriated for Fiscal Year 2021/22. The dump truck is used for street maintenance, the street sweeper is used for solid waste removal operations, and the police vehicles will be replacing four patrol vehicles and three Community Service Officer (CSO) vehicles.

In 2021, staff met with departments and determined the vehicle make and models that would best meet their operational needs for the dump truck, the street sweeper, and the seven police vehicles. In December 2021, staff formally solicited bid #22-015 for the purchase of one dump truck and determined that the Peterson Trucks, Inc. provides the lowest and responsible bid for the dump truck.

Staff compared the available vendor pricing and contract pricing from other public agencies for the purchase of the sweeper and the seven police vehicles and determined the pricing from Tymco Inc. from the Houston-Galveston Area Council (HGAC) Contract #SW04-20 and the pricing from The Ford Store San Leandro from the Alameda County RFQ Master Contract #901979 provide fair and competitive pricing for the street sweeper and the seven police vehicles, respectively.

DISCUSSION/ANALYSIS: The City has the opportunity to realize cost savings for the purchase of one dump truck from Peterson Trucks, Inc. that provided the lowest and responsible bid; for the purchase of one street sweeper from Tymco, Inc. using the HGAC cooperative purchasing program that is a political subdivision of the state of Texas which offers publicly solicited contracts to government entities nationwide that uses public competitive solicitation and award process similar to the City’s that is required by the City’s Staff Report (ID # 4541) Meeting of March 1, 2022
