Executive Summary: The purpose of this report is to facilitate the funding of unanticipated construction management services required for the completion of construction of the Warm Springs BART West Access Bridge and Plaza Project.
BACKGROUND: The Construction Management Services agreement for the Warm Springs BART West Access Bridge and Plaza Project was awarded to MNS Engineers (formerly S&C Engineers) on March 28, 2018. Project construction began in August 2018. The overall project cost is $41 million. The West Access Bridge and the Warm Springs Plaza opened to the public on February 3, 2022 and the project is currently anticipated to be complete by March 2022.
DISCUSSION/ANALYSIS: The schedule for construction of the West Access Bridge and Plaza Project was extended due to a variety of unexpected issues and challenges. This required additional construction management support services. The recommended amendment will provide funding for MNS Engineers to complete recent and future tasks to “close-out” the project, including support for final inspections, testing, and documentation.
FISCAL IMPACT: Additional funding is needed to execute this amendment. Staff recommends reallocating $300,000 from the Regional Funding Projects Match (PWC 9041) appropriation. With reallocation of these funds to the project, there will be sufficient funds available to execute this amendment.
ENVIRONMENTAL REVIEW: On January 12, 2016, the City Council approved and adopted a mitigated negative declaration and mitigation monitoring and reporting plan for this project. No changes to the project or its circumstances have occurred, and no new information has become available, since adoption of the project mitigated negative declaration that would require preparation of additional environmental documentation.
ATTACHMENTS: None.
RECOMMENDATIONS:
1. Reallocate funds of $300,000 from PWC 9041-514 and appropriate to PWC 8804-514.
