Executive Summary: The purpose of this report is to authorize the City Manager to execute two five-year on-call pool preventative maintenance service agreements for Aqua Adventure Waterpark.
BACKGROUND: The City of Fremont Aqua Adventure Waterpark opened in 2009. A portion of the required maintenance for this municipal aquatic facility has always included contracted services for preventative and general maintenance, such as pool plaster repair and maintenance, pool tile and molding repair and replacement, UV system repair and replacement, pump, filter, valve and heater services/replacement and plumbing services to control systems as well as other operating systems to sustain pool functions. The City of Fremont has contracted on-call maintenance services with National Aquatics Services Inc. since the park opened. Pool maintenance service providers that meet municipal contract requirements are in high demand and National Aquatics Services Inc. response times have continued to increase due to the increasing demand for their services. Staff anticipates that having access to multiple on-call service providers will help to minimize delays, costly repairs and shutdowns, while improving safety, customer satisfaction and ultimately financial performance.
DISCUSSION/ANALYSIS: A Request for Proposals (# RFP 22-008) for Pool Preventative Maintenance and Replacement Parts for Aqua Adventure Waterpark was advertised on November 22, 2021 through the City’s Periscope System. The RFP remained open until December 7, 2021. The on-call pool preventative maintenance and equipment scope of services includes, but is not limited to pumps, heaters, valves, back wash systems, chemical controllers, VFDs, plaster and tile, netting, handrails, support structures, UV systems, piping, plumbing and electrical.
The City received two competitive proposals for this service: National Aquatic Services Inc. and Skyblue Pool Supply ‘N Service, Inc. These proposals were evaluated by three raters applying the following factors: qualifications, scope of work, feasibility, costs and responsiveness. Based on this evaluation National Aquatic Services Inc. and Skyblue Pool Supply ‘N Service, Inc. both scored competitively and meet the qualifications. All contractors were required to provide hourly rates for the services advertised in the RFP.
