RESOLUTION NO. 2022-xx
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FREMONT ADOPTING THE PARKS A ND RECREATION
MASTER PLAN
WHEREAS, in 1995, the City of Fremont adopted the Parks and Recreation Master Plan by Resolution No. 8840;
WHEREAS, in 2011, the City of Fremont adopted a new General Plan that included a Parks and Recreation Element that recommended the periodic review and update of the Parks and Recreation Master Plan; and
WHEREAS, City staff sought input from the community on updating the Parks and Recreation Master Plan, which included the participation of over 3,000 residents. The effort used a crowdsourcing website, a custom-designed phone application or “app” (HAPPiFEET Fremont PARKS), a stakeholder interview process with various community leaders and user groups, a series of virtual public input meetings with over 500 participants, an online survey, and a statistically valid survey; and
WHEREAS, on February 16, 2021, the City Council received an update to the Parks and Recreation Master Plan, which included a summary of the extensive public outreach, the Demographics and Trends report, results from the statistically valid survey, an inventory of Fremont parks, and park assessment mapping of the city; and
WHEREAS, on September 9, 2021, the City Council received another update on the Parks and Recreation Master Plan, which included a summary of the Program Services Assessment, the Priority Investment Rating, the Recreation Program Plan, the Benchmark Assessment, and the Levels of Service and Equity Mapping; and WHEREAS, the Fremont Recreation Commission recommends City Council adoption of the Parks and Recreation Master Plan; and
WHEREAS, the Parks and Recreation Master Plan is a comprehensive planning document, covering a broad range of interconnected topics that provides guidance on how to meet the demands for future recreational, programming, environmental, and maintenance needs, and to establish priorities for facility improvements, future park development, and park land acquisitions. The Parks and Recreation Master Plan also includes a Financial Strategy Plan, which suggests funding opportunities for future consideration; and WHEREAS, the Parks and Recreation Master Plan integrates the vision and aspirations of the community into a cohesive master plan to guide the development, renovation, and management of the City’s parks and recreation facilities and programs in years to come.
NOW, THEREFORE, based on the information set forth in the report to the City Council dated March 15, 2022, as well as any information submitted to or considered by the City Council during its deliberations on this matter, THE CITY COUNCIL OF THE CITY OF FREMONT RESOLVES AS FOLLOWS:
SECTION 1. The City Council finds that the Parks and Recreation Master Plan is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to the following, without limitation, and each serving as a separate and independent basis: (1) the proposed amendments are part of the project analyzed in the General Plan EIR (SCH#2010082060) and none of the circumstances necessitating preparation of a subsequent EIR pursuant to Public Resources Code Section 21166 and CEQA Guidelines Sections 15162 and 15163 are present; (2) CEQA Guidelines Section 15262 as the Parks and Recreation Master Plan is only a planning study for possible future action that have not been approved or funded; and (3) CEQA Guidelines Section 15378(b) as the Parks and Recreation Master Plan is an administrative activity that will not result in an effect on the physical environment and parts of the plan are too speculative at this time for reasoned analysis and details will be more fully developed later with the appropriate environmental review. There are no previously identified significant effects which are substantially more severe than analyzed in the prior EIR or cannot be substantially mitigated by the imposition of uniformly applied development policies or standards applied on a citywide basis.
SECTION 2. The City Council adopts the Parks and Recreation Master Plan, a copy of which is on file in the Office of the City Clerk.
SECTION 3. This resolution shall be effective on the day adopted by City Council. On the effective date of this Resolution, all resolutions, which conflict with this Resolution, shall be repealed without further action by the Council.
