A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FREMONT
ADOPTING THE OFFICIAL COUNCIL DISTRICT MAP TO ESTABLISH
BOUNDARIES FOR THE CITY COUNCIL DISTRICTS FOLLOWING THE
DECENNIAL FEDERAL CENSUS
WHEREAS, on June 13, 2017, the City Council adopted Ordinance No. 10-2017 that (i) amends Chapter 2.05 of the Fremont Municipal Code to provide for the election of six members to the City Council by district and the election of the Mayor City -wide and (ii) establish es the boundaries and identification number of each district (the “2020 District Boundaries”); and
WHEREAS, pursuant to Section 21601 of the California Elections Code, following each decennial federal census, the City Council shall adopt boundaries by ordinance or by resolution for all City Council districts so that the districts are substantially equal in population as required by the United States Constitution; and
WHEREAS, following the decennial federal census for 2020, the City of Fremont (“City”) commenced the process for reapportioning districts pursuant to Article 1 of Chapter 7 of Division 21 of the California Elections Code (being Sections 21600 through 21609); and
WHEREAS, on September 21, 2021, the City Council held a public hearing pursuant to Section 21607.1 of the California Elections Code where the public was invited to provide input regarding the composition of council districts; and
WHEREAS, on December 7, 2021, February 15, 2022, March 1, 2022, and April 5, 2022, the City Council held duly-noticed public hearings pursuant to Section 21607.1 of the California Elections Code where the public was invited to provide input regarding the composition of council districts and the proposed boundary map alternatives prepared by the City’s demographer, National Demographics Corporation, Inc., and the City Council selected its preferred alternative map attached hereto as Exhibit “A,” which is incorporated herein by this reference. Demographic data supporting this map is also attached hereto as Exhibit “A”; and
WHEREAS, on April 5, 2022, the City Council adopted an Ordinance entitled “An Ordinance of the City of Fremont Amending Fremont Municipal Code Title 2, Administration and Finance, Sections 2.05.130 and 2.10.110” to remove the 2020 District Boundaries from the Fremont Municipal Code.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FREMONT RESOLVES AS FOLLOWS:
SECTION 1. The Recitals provided above are true and correct and are hereby incorporated by reference.

SECTION 2. The map attached hereto as Exhibit A is hereby approved and adopted as the “Official City Council District Map.” The Official City Council District Map shall be kept on file in the Office of the City Clerk.
SECTION 3. This Resolution shall take effect immediately upon its adoption.
