Background Information:
Why do you wish to serve as a member of this Board or Commission:
As a lifelong resident of Fremont I have always believed that it's important that members who work in our community have an opportunity to live here and be represented. I believe I could help advance the city of Fremont, while upholding long standing tradtions.
What would you bring by way of perspective or experience to this Board or Commission: 1 am a small-business owner, Rotarian, single mother of a FUSD student, and daughter of two immigrant small-business owners. This perspective allows me to view decisions that the commission will make from a variety of lenses. I've seen the various transitions Fremont has taken as a resident for 30 years. I've worked with public safety, transit, and local representatives on charitable and community-focused projects. As a local healthcare provider I have had the opportunity to partner with Fremont Fire Department on the distribution of over 25,000 vaccinations helping get Fremont to an over 83% vaccination rate. Partnered with AC transit and ACWD employees had access to COVID 19 vaccinations that residents of Fremont were able to get access to necessary services..
In addition, partnering with Alameda county, we provided vaccination to low-income senior communities including Pauline Weaver, Sequoia Manor and Redwood lodge to ensure those at most risk got the vaccinations they needed. This also provided a unique perspective of the large senior community in Fremont and how they are an integral part of our community.
I believe that these partnerships and experiences provide me a unique perspective on the needs of our community.

You are requested to provide written answers in your own words to the following questions.
Please use 8-1/2x11 inch standard size paper and write legibly or type. Thank you.
1. What do you feel are some of the factors which go into making a residential neighborhood a "good place to live?"' What factors contribute to a good commercial or industrial area? What are some of the negative factors to the above?
Balance for everyone who is part of the community and to make sure that it is set up to grow as population size and needs change. Positive residential indicators include: investments in quality public infrastructure, education, safety, and wellness of all residents. Positive commercial indicators include: mixed-use properties which will provide housing with storefront ground level floors and a diverse range of small businesses. Negative factors could include housing that is too close in proximity to industrial areas or too far from transit options.
2. What do you perceive to be the primary planning" issues facing the community now and over the next three years? Have you any ideas of how the community should approach solutions to theses issues?
Planning issues could range from losing longtime residents due to inflation, and increased housing prices. The term "affordable housing" should not be stigmatized, but rather play into retaining longtime and attracting future residents. Ensuring that those that work in Fremont can afford to live in Fremont should be a priority. Certain challenges such as providing adequate housing to Fremont's most vulnerable population will need to be put under consideration for the commission.
3. How do you perceive the correct role of the Planning Commission regarding site and architectural reviews of commercial and industrial buildings? Do you feel you can reflect the community's "aesthetic" values in reviewing the design of a building? Why? What are the rights of the property owner/developer that the Commission should respect? Historical landmark site preservation ensures that the architectural history of Fremont is not compromised. Projects in close proximity to historical landmarks should maintain the aesthetic, and will be analyzed with specific locations in mind. The role of the Planning Commissioner is to serve as an intermediary between property owner and developer, coming up with creative solutions that appease both parties to ensure the completion of a project. As a longtime resident, I've always admired the aesthetic and community in the Niles and MSJ districts. Development should not compromise aesthetics, and so long as property owners/developers are in compliance with local zoning laws and historical overlays their right to build should not be compromised.
4. As land values continue to increase, so called "affordable housing" becomes more and more difficult to incorporate into the Planning concept. What are your thoughts on this aspect of future planning?
As a small business owner and parent there should be places that people who work here can live here. Many professionals, including our teachers, first responders, and front line workers live outside of Fremont. Attracting and maintaining talent, through providing access to housing, ensures that those who work in Fremont can also participate in how they are represented.
5. Planned Districts (PD's) have been used extensively in Fremont to provide the City with a means to negotiate conditions with developers pertaining to their projects. Please state your views, "pro" or "con."
Listed below are two recent examples of a pro and con regarding PD's.
Pro: Tactical Urbanism - Downtown District Development: Fremont Street Eats was a project that relied on community participation and planning. FSE was a success bringing in the community for movie screenings, supporting small business during Food Truck Fridays, and serving as a site to host large events like Burgers and Brews.
Con: Mission Hills Square: Durham Marketplace - developer was not properly vetted when Gadsden acquired the property for the multi-use property project. Multiple individuals and organizations linked to the property's ownership and development committed fraud and other property violations, which eventually led to the conviction of multiple parties involved and ultimately led to the project's failure.
6. What do you believe is the responsibility of a Planning Commissioner to the community? To the developer? To the City Council?
To the community, responsibilities are to listen to concerns and ensure that projects that come forth to the commission are visible to all stakeholders and that their opinions are heard.
To developers, ensure they are held accountable to the community, the commitments that they make as their projects are approved, they are adhering to standards that are laid out according to the general plan or fit the needs of the community.
To the council: be a partner, advocate on recommendations that are balanced, and adhere to the approved general plan

Benjamin Craig Planning Commission Supplemental Application
1. Residential neighborhoods are good places to live when, there is good access to schools, transportation, stores, parks, and jobs. There needs to be things in the community to engage the kids besides tutoring centers. Places to hang out with lots of outside seating, good public transportation, easy access to freeways. Having a strong commercial and industrial part of town is key to having diversified income for the city, this needs good transportation access, access to utilities, and last mile transportation.
More people will be working remotely, even after the pandemic, so flexible work and meeting spaces, and coffee shops will be important parts of the new chapter. It also provides jobs for local residents. As Fremont becomes more Urban decisions will have to be made for transportation to make sure that movement around town does not become restrictive. Having places to hangout and engage the youth are important.
2. Everything will become denser in Fremont. This will cause traffic issues if not addressed properly. Showing the community where we are going as a city is important to bring people along.
3. It is important to make sure the buildings enhance the look of an area. It is important to make sure that the requirements of the city are reasonable and not cost prohibitive for the owner.
4. As an owner of a business, it would be great to come up with ways to have more affordable housing in Fremont. The city may be able to partner with local religious organizations to incorporate housing on land that they own and lies unused. These developments many be able to be sponsored by some of the funds created by groups like Facebook.
5. Planned districts help to bring continuity to the types of development in an area. It is great to have an intentional plan.
6. The planning commissions is looking out for the long term interests of the community.
With the interests of the community in mind, the commissioners need to recommend items that do not make things cost prohibitive for developers to build their projects if possible. The Commissions recommends the best solutions supporting the community and the developer so the Council has the best recommendations for the City as a whole.

Why do you wish to serve as a member of this Board or Commission: have witnessed the rapid growth of Fremont in the past decade and I would like to actively engage with this rocess and help bringing the city to the next level - a compassionate, technolog embraced, and environmentally conscious model city. I would like to serve the Fremont community, provide inputs from North Fremont residents, and help evaluate projects prior to be submitted to the City Council. I believe Fremont needs more forward-looking commissioners who are more friendly to high-tech companies. In the post-pandemic era, as the high-tech industry widens its reach to the broader bay area, the city of Fremont has the opportunities to become the home of more high-tech companies and workers. We should establish policies and utilize new technologies to help local startups, attract more "green' jobs, and make public amenities more accessible to residents. As a long time Fremont resident, active volunteer, and an immigrant working in the industry, I can represent the diverse interests of the community and bring this unique perspective to the board.
What would you bring by way of perspective or experience to this Board or Commission: First. I will bring the perspective of North Fremont development to the board. North Fremont faces many challenges such as lacking of public amenities, deteriorating road conditions and congested streets, crowed schools, environment protection vs. development, and business competition with nearby cities etc. I lived in the central to north part of Fremont for more than 12 years, and I am very familiar with the demographic and geographic characteristics of the area. My balanced perspectives would complement the current planning commissioners. Second, I will bring my expertise in data analysis and decades' experience as an engineering leader to the board. I have been working for major high-tech corporations in Bay. Area, closely with data scientists, engineers, project managers, and marketers to capture insights from massive data and bring-to-market valuable products. I have hands-on knowledge with various analysis tools and methodologies. I believe my professional experience and education background would be a valuable addition to the planning commission.

ONLY APPLICANTS FOR THE OFFICE OF
PLANNING COMMISSIONER NEED RESPOND
You are requested to provide written answers in your own words to the following questions.
Please use 8-1/2x11 inch standard size paper and write legibly or type. Thank you.
1. What do you feel are some of the factors which go into making a residential neighborhood a "good place to live?" What factors contribute to a good commercial or industrial area? What are some of the negative factors to the above?
Factors make "good place to live": 1. Community Safety; 2. Education/Schools; 3. Affordability;
4. Parks and Recreations; 5. Grocery Shopping; 6. Street condition and traffic.
Factors make good commercial or industrial area: 1. Safe environment; 2. Parking and Transportation; 3. Environmentally conscious; 5. Aesthetic and Characters; 4. Maintenance.
2. What do you perceive to be the primary "planning" issues facing the community now and over the next three years? Have you any ideas of how the community should approach solutions to theses issues?
The Major planning issue facing Fremont is the overdevelopment of residential housing. This issue results under-developed public infrastructures such as parks, streets and schools. With the ever-increasing population, such issues will likely continue in the next a couple of years. I believe we need to seek a balance between housing and infrastructure development. We need to adopt a data-driven approach to determine the use of land and the developers' responsibilities, making sure every part of the city will benefit from the growth.
3. How do you perceive the correct role of the Planning Commission regarding site and architectural reviews of commercial and industrial buildings? Do you feel you can reflect the community's "aesthetic" values in reviewing the design of a building? Why? What are the rights of the property owner/developer that the Commission should respect? The correct role of the Planning Commission regarding commercial and industrial buildings is to provide balanced views between community interests and the goals of developers. Planning commissioners should evaluate the value added to the neighborhoods with respects to the rights of property owners, making sure the development fits the city code and zoning requirements, as well as the long-term vision of city growth. The "aesthetic" aspect of building is particularly important to community interests and I am a strong believer that a good aesthetic design brings value to the property, which often outweighs the cost associated. I also understand the look and feel of building design is often subjective, and the perspective of property owner should be respected. As a planning commissioner, I am confident that I can work with all parties, including communities/neighborhood, builder, and city staff, to ensure achieving the best result.
4. As land values continue to increase, so called "affordable housing" becomes more and more difficult to incorporate into the Planning concept. What are your thoughts on this aspect of future planning?
It is important to incorporate affordable housing to the future planning, because it helps maintain diversity and stability of our society. With the situation of inflation, construction cost raising, and housing price spike, we need to continue evaluating the developers' responsibility for affordable housing, properly/effectively use the in lieu fees, and in the meantime, encourage ADU construction to increase supply, particularly in the areas close to mass transit.
5. Planned Districts (PD's) have been used extensively in Fremont to provide the City with a means to negotiate conditions with developers pertaining to their projects. Please state your views, "pro" or "con."
Planned Districts allow the city to issue variances on setbacks, lot coverage, and open space requirements. When used properly, it is a valuable tool to negotiate with developers to make sure the development project precisely aligns with local community's interests. However, this flexibility must be provided by the city when negotiating from a position of strength. That is, developers must give back to the community in exchange for the exceptions and setbacks, while fulfilling the city-wide vision for future growth and development.
