Executive Summary: The purpose of this report is to initiate the construction of pedestrian crossing safety improvements at the Walnut Avenue/Godfrey Street intersection, the Paseo Padre Parkway/Onondaga Way intersection, and along Mission Boulevard at Ohlone College in support of Fremont’s Vision Zero traffic safety program.

BACKGROUND: In 2016, the City Council adopted a Vision Zero Action Plan that instituted a goal to eliminate traffic fatalities and reduce severe injury collisions on Fremont’s roadways. The policy outlined a series of near-term actions and traffic safety countermeasures designed to address specific issues identified from a rigorous review of Fremont’s crash data. An updated Vision Zero Action Plan was approved in 2021, and it reaffirmed Fremont’s on-going commitment to implement traffic safety countermeasures, including the enhancement of uncontrolled pedestrian crossings on high-speed multi-lane roadways. The proposed project will facilitate safe pedestrian crossings at the Walnut Avenue/Godfrey Street intersection, at the Paseo Padre Parkway/Onondaga Way intersection, and along Mission Boulevard at Ohlone College, by installing pedestrian actuated flashing beacons, high visibility crosswalks, ADA compliant curb ramps, median refuge islands, connector sidewalks, and the restriping of approach vehicle lanes. These improvements are designed specifically to create safer and more accessible pedestrian crossings across major arterial or collector roadways where there is a high demand for pedestrian crossing.

DISCUSSION/ANALYSIS: The construction contract for the project was advertised for bids on March 29, 2022, and bids were opened on April 13, 2022. The bidders with their respective bid amounts are shown below. The Engineer’s Estimate is $344,708.00.
