Executive Summary: Assembly Bill (AB) 481 requires the Fremont Police Department (FPD) to seek City Council approval by ordinance prior to funding, acquiring, or using equipment defined by the law as “military equipment.” This report recommends the adoption of an ordinance endorsing FPD’s continuing utilization of this equipment and a policy authorizing the FPD to continue to use certain equipment.
The ordinance was introduced by the City Council at its April 19, 2022 meeting. The ordinance is now before the Council for adoption.
