Executive Summary: The purpose of this report is to facilitate improvements to the Senior Center Building at Central Park which includes replacing the flat roof and installing fall protection measures.

BACKGROUND: The Senior Center Building, also known as the Age Well Center at Lake Elizabeth, is a 12,330 square-foot building constructed in 1980 and located at 40086 Paseo Padre Boulevard, Fremont. The Senior Center Building offers services to seniors by providing meals, live classes, training, groceries, and health services. The existing building flat roof area consists of tar and gravel, has reached the end of its life cycle, and needs to be replaced.

DISCUSSION/ANALYSIS: The proposed roof replacement will improve the water tightness of the structure and will reduce the high demand for maintenance staff services in response to roof leaks. In addition, the proposed fall protection measures will improve safety for the maintenance staff when working on the roof. Construction is scheduled to begin in May 2022 with completion expected by August 2022.

Bid Results: The project was advertised in the Tri-City Voice on March 15, 2022. The Engineer’s Estimate is $150,000. Three bids were received and opened on April 6, 2022 as shown below:

Bidders Bid Amount

1. State Roofing Systems, Inc. $189,350

2. Stronger Building Services $235,000

3. Best Contracting Services $434,911

The low bidder, State Roofing Systems, Inc., submitted a responsive bid and all documents are in order. The contractor is a responsible bidder experienced in this type of work and has satisfactorily completed contracts of a similar nature with other nearby agencies.
