Executive Summary: The purpose of this report is to authorize the City Manager to issue a purchase order in an Amount of $409,526.67 to ConvergeOne Inc. for two Cisco Catalyst 9600 Series switches along with a Cisco Smartnet maintenance contract.
BACKGROUND: In 2009, (13 years ago) the City purchased two core Cisco switches (a.k.a. – 6509 Catalyst switches) to be used in its network infrastructure. These core switches have already reached their end-of-sale in 2020, meaning no new 6509 Catalyst switches will be manufactured or sold through its authorized supply chain. Since then, the City has continued to purchase Cisco Smartnet support maintenance contracts on an annual basis to extend its useful life. However, in 2000, Cisco announced that the 6509 Catalyst switches will reach end-of-support in the year 2025. As a result, all software updates and hardware replacements for the City’s current core switches will no longer be available after this date.
DISCUSSION/ANALYSIS: The upgrade to Cisco’s latest line of core switches (a.k.a.– 9606 Catalyst switches) is needed to continue supporting the City’s network operations into 2025 and beyond. Additionally, Cisco’s latest model of core switches are designed to meet the demands of the City’s growing network traffic. This traffic is being fueled by the high number of devices needing to communicate on the network including workstations, laptops, Wi-Fi access points, surveillance cameras, Voice-over-IP(VoIP) phones, mobile devices accessing the internet, media streaming devices, internet of things (IoT) and enterprise software applications. The Request for Quote (RFQ #22-027) for two (2) Cisco 9606 core switches was posted on Periscope Holdings (BidSync.com) on March 29, 2022 and remained open through April 13, 2022.
The City received eleven bids as shown in the chart below. The lowest responsible bidder was ConvergeOne. Following the City’s policy of awarding to the lowest bidder, the City’s Purchasing Department posted a Notice of Intent to Award on April 18, 2022 to ConvergeOne. After receiving no protests from any vendors during the five-day period ending April 25, 2022, Information Technology Services is now requesting authorization to proceed with the purchase.
