BACKGROUND: Established in 2000, the Fremont Family Resource Center (FRC) co-locates 20+ State, County, City and non-profit agencies working together to support families, children and individuals. The FRC, led by the FRC Core team, is the lead organization providing services to the community in the FRC collaborative consisting of the 20+ agencies, and is a division of the City of Fremont Human Services Department. Described as a “one-stop shop,” the FRC offers a myriad of services including benefit assistance, financial coaching and free tax preparation, mental health services, State Department of Rehabilitation and State Employment assistance, child care support, family support, homeless service assistance, and housing assistance etc. A core value of the FRC is to provide culturally and linguistically appropriate services. The Welcome Center has been an integral piece of providing these services by staffing multi-lingual resource specialists who provide assistance with information, referrals, and public benefits application assistance.
DISCUSSION/ANALYSIS: EBAC is highly experienced in delivering culturally and linguistically appropriate family resource center services. EBAC’s Fremont Healthy Start (FHS) program began in 1992 and provides multi-lingual assistance with information, referrals, and public benefits application assistance.
This unique experience supports EBAC’s ability to assist families who arrive at the FRC Welcome Center in nine different languages in addition to English: Mandarin, Cantonese, Dari, Korean, Pashto, Spanish, Punjabi, Hindi, and Urdu. At the Fremont FRC, multi-lingual resource specialists assist the public with in-person services in multiple languages as well as by phone. During the pandemic, these services shifted to 100% remote and were critical to delivering FRC services such as public benefit application assistance and food distribution hours. Hours of assistance are Monday through Friday from 8:30 a.m.-5:00 p.m.
This contract is proposed to be awarded on a sole-source basis, without competitive bidding.
