Executive Summary: The purpose of this report is to facilitate the planning, environmental clearance, and design to modernize the Interstate 680 (I-680)/North Mission Boulevard interchange. The project was approved for funding as part of State Senate Bill 170 (SB 170), and the City must enter into a funding agreement with Caltran and appropriate the funds.
BACKGROUND: In September 2021, the California State Legislature approved SB 170 which made appropriations for a variety of statewide legislative priorities. Pursuant to Section 174 of SB 170, $7.2 million were appropriated from the State General Fund to the California Department of Transportation (Caltrans) to be allocated to the City of Fremont for the I-680/North Mission Boulevard Interchange Modernization Project.
Caltrans requires a funding agreement with the City under which Caltrans will authorize the transfer of state funds for staff time, professional services, and contracts related to planning reports, preliminary engineering, environmental clearance and final design of the project.
DISCUSSION/ANALYSIS: The I-680/North Mission Boulevard Interchange Modernization Project will improve safety and enhance multimodal mobility along the corridor. The project will improve southbound offramp vehicle operations and safety, implement enhanced transit facilities to provide travel alternatives and ease congestion along Mission Boulevard, and provide complete street upgrades to improve safety and access for bicyclists and pedestrians.
The project has been approved by the City Council and is currently funded by ACTC for the scoping phase. The state grant would fully fund the project for the planning, environmental clearance and final design phases. It is recommended that the City Council authorize the City Manager to execute a funding agreement with Caltrans for the transfer of the $7.2 million grant.
FISCAL IMPACT: The amount of $7.2 million would be appropriated to PWC 9021 (Fund 525) for the project. No funding match is required with the SB 170 funds.
ENVIRONMENTAL REVIEW: Environmental review is not required for the execution of this funding agreement (exempt pursuant to CEQA Guidelines Sections 15061 (b)(3) and Staff Report (ID # 4650) Meeting of June 21, 2022
