Executive Summary: Staff is requesting Council approval to authorize the City Manager or designee to execute a service agreement with Alameda County Library to continue to provide additional library hours at the Fremont Main Library and Centerville Library. The service agreement is for a five-year term. The cost of additional library hours is budgeted at $569,230 for Fiscal Year 2022/23. Following Fiscal Year 2022/23 the annual amount of the agreement shall reflect an amount that is equal to the County’s budgeted costs for the additional Sunday library hours, with any increase not to exceed 5% of the previous fiscal year’s cost.
BACKGROUND: In June 2017, Council authorized the City Manager to enter into an agreement with Alameda County Library to provide the public with access to additional weekend library hours. The County and City agreed to seven additional hours on Saturday for Centerville Library and four additional hours on Sunday for Fremont Main Library. That contract concludes June 30, 2022.
DISCUSSION/ANALYSIS: Alameda County Library provides a base service of 69 hours per week that is split up between the four library branches in Fremont. Cities have the option to pay for additional hours of service at their branches.
Staff is requesting Council approval to authorize the City Manager or designee to execute a service agreement with Alameda County Library to continue to provide the same number of additional library hours at the Centerville Library and Fremont Main Library. With the continuation of these additional eleven hours, Fremont libraries will remain open for a total of 80 hours per week.
The service agreement is proposed for a five-year term. The cost of additional library hours for Fiscal Year 2022/23 is $569,230 ($231,525 for Centerville and $337,705 for Fremont Main). Following Fiscal Year 2022/23, the annual amount of the agreement will equal the County’s budgeted costs for the additional library hours, but with any increase not to exceed 5% of the previous fiscal year’s cost.
FISCAL IMPACT: Sufficient funding was appropriated in the FY 2022/23 adopted operating budget to cover the cost of the first year of the agreement. Amounts for future contract years will be requested as part of the City’s annual budget process.
