Executive Summary: As provided for by the City Manager’s employment contract, the Mayor has requested that the City Manager receive a five percent cost of living wage increase equal to the percentage general wage increase being provided to the City’s miscellaneous represented employees.
BACKGROUND: Karena Shackelford has been employed by the City of Fremont as City Manager since 2021. The City entered into an employment agreement with Ms. Shackelford on October 20, 2021, and that agreement provides that the City Council may grant Ms. Shackelford periodic cost of living wage increases. The Mayor now desires to provide Ms. Shackelford with a five percent cost of living wage increase commensurate with the negotiated wage increase provided to all other miscellaneous employees in association with the City’s recently concluded labor negotiations.
Ms. Shackelford currently receives an annual salary of $351,550 and a bi-weekly salary of $13,521. If this recommended cost of living wage increase is approved, Ms. Shackelford’s new annual salary will be $369,128 or $14,197 bi-weekly.
FISCAL IMPACT: The annual cost of the recommended five percent cost of living wage increase will be $17,578 (approximately $18,400 total compensation) and will be absorbed by the general fund.
