Executive Summary: The purpose of this report is to amend the City’s Capital Budget to provide City “matching funds” and engineering support services for nine transportation improvement projects funded by grant sources. Most of the grants were obtained subsequent to Council approval in June 2021 of the Capital Budget, covering the two-year period of fiscal years 2021/22 and 2022/23. The total value of the budget adjustments is $4.3 million and they support grant funded activities valued at approximately $50 million.

The projects proposed for increased funding allocations include, I-880/Innovation Bridge and Trail, I-680 Sabercat Bridge and Trail, I-880/Decoto Interchange Modernization, Irvington BART Station, along with various “complete street” improvement projects along Decoto Road, Fremont Boulevard and Walnut Avenue.

BACKGROUND: The City has a five-year Capital Improvement Program (CIP) with a value of approximately $200 million. The current CIP and two-year Capital Budget was approved in June 2021 and is planned to be updated in June 2023. In the course of the two-year Capital Budget cycle, the cost and funding needs for some projects require adjustments to account for new grant funding opportunities, unexpected expenses, and new information.

DISCUSSION/ANALYSIS: Exhibit A (attached) documents the recommended Capital Budget appropriation amendments and provides an accounting of the proposed project funding increases (Table 1) and the offsetting sources of funding (Table 2). The increased funding is necessary to meet the City’s responsibilities under various grant agreements which includes funding for project engineering services and unexpected cost increases beyond the fixed grant amounts.

The offsetting funding sources to support the cost increases are proposed primarily from the following existing Capital Budget revenue sources, programs, and project appropriations:
unallocated County Measure B and BB funds; the Mowry/State Intersection Improvements Project; and the I-880 Bike and Pedestrian Trail-Christy-South Grimmer Project (near Pacific Commons). Regarding the latter two projects, the Mowry/State project is being considered for funding by an upcoming Federal grant opportunity and the I-880/ Pacific Commons Bridge and Trail project is being put “on hold”, as it is not currently considered a regional priority for construction funding.

Staff Report (ID # 4662) Meeting of July 19, 2022
Updated: 7/14/2022 8:13 AM by Alberto Quintanilla Page 2 FISCAL IMPACT: The recommended actions increase the Capital Budget appropriation for nine projects by a total amount of $4.3 million and enable the City to benefit from other grant funding allocated to these projects in the amount of approximately $50 million.

Offsetting appropriation adjustments include transfers from unallocated funding sources and from lower priority projects in the Capital Budget.

ENVIRONMENTAL REVIEW: The recommended actions are exempt from the California Environmental Quality Act (CEQA) because they are an administrative fiscal activity and not projects pursuant to CEQA Guidelines section 15378.
