Executive Summary: The purpose of this report is to facilitate funding for the environmental clearance phase of work for the I-880/Decoto Interchange Modernization Project. A $2 million funding grant from the Alameda County Transportation Commission (ACTC) has been approved for the project. The project will improve multimodal access through the existing I-880/Decoto Road freeway interchange.

BACKGROUND: The I-880/Decoto interchange modernization project is one of three projects currently in various stages of development by the City along the Dumbarton/Decoto Road corridor. Other projects are the Decoto Road Complete Streets project and the Dumbarton Bridge to Quarry Lakes Trail project. Collectively, the projects will improve pavement conditions, modernize traffic signals, enhance transit efficiency for the Dumbarton Express Bus, close gaps in sidewalks, provide a continuous bikeway for cyclists, and improve safety for all travel modes.

The I-880/Decoto Interchange Modernization Project is located primarily within Caltrans jurisdiction and includes the construction of a new multi-purpose trail along the north side of Decoto Road from the Cabrillo Court intersection, through the I-880 interchange (via a series of trail loops and underpasses below the existing on/off ramps) and will connect to the existing trail on the northwest corner of the interchange near Ardenwood Historical Farm. The existing Decoto Road bridge structure over the I-880 freeway will be widened to accommodate the new path. The project will also construct dedicated bus lanes through the interchange to improve overall transit reliability, reduce transit travel time, and improve access through the I-880 interchange.

The City has recently completed the scoping phase for the project with Caltrans, and the project’s environmental clearance phase is scheduled to begin in Fall 2022, referred to as Project Approval and Environmental Document (PA/ED) phase. The project’s design phase is tentatively scheduled for 2024, with the construction phase tentatively scheduled for 2025, subject to funding availability. A webpage for the project provides further information (see weblink below).

DISCUSSION/ANALYSIS: In April 2022, ACTC approved the allocation of $2 million in Measure BB funds for the project PA/ED phase of work. A draft funding agreement that Staff Report (ID # 4693) Meeting of September 6, 2022
Updated: 9/1/2022 1:12 PM by Alberto Quintanilla Page 2 specifies the term of conditions for the proper utilization of the funds is now ready for City approval. Subsequently, the City will solicit the services of a project consultant team to prepare environmental studies and reports and conduct outreach with project stakeholders and the community.

FISCAL IMPACT: The $2 million in Measure BB funds will fully fund the environmental clearance phase of work for the I-880/Decoto Interchange Modernization Project. While there is no local match requirement for the Measure BB funds, local funds already appropriated to the project will fund the City staff time required to administer the project.

ENVIRONMENTAL REVIEW: The recommended action related to the approval and execution of the ACTC funding agreement and the appropriation of Measure BB funds is exempt from the requirements of the California Environmental Quality Act (CEQA) pur suant to CEQA Guidelines Section 15061 (b)(3) in that it is not a project which has the potential for causing a significant effect on the environment. Appropriate environmental review will be conducted as part of the upcoming project environmental clearance process.
