Executive Summary: The proliferation of homelessness in the City of Fremont has led to increasing concerns among community members due to the impacts of associated activities such as illegal dumping, the parking of non-operational vehicles to be used as housing in neighborhoods, and large fires at abandoned properties. In addition, the hazardous waste and sewage from non-operational vehicles is a health and safety concern.
The City of Fremont is a compassionate city and we strive to serve every resident and business. It is important that every member of the community is allowed to enjoy this vibrant community and the amenities offered. I am therefore requesting the Council’s support of the recommendation below.

RECOMMENDATION: Direct staff to review municipal options and practices from neighboring cities on how they’ve been able to address health hazards illegal dumping, and related clean-up.
