Executive Summary: The purpose of this staff report is to recommend that the City Council to authorize the City Manager, or her designee, to execute a Service Agreement for the Lake Elizabeth Shoreline Stabilization Project with Cal Engineering & Geology, Inc. to investigate, assess and develop designs to renovate various segments of the Lake Elizabeth Shoreline, with a contract amount of $301,000, plus a 15% contingency amount of $45,150, for a total service agreement contract amount of $346,150.

BACKGROUND: Constructed in 1968, Lake Elizabeth is a man-made freshwater lake at the City of Fremont’s Central Park. Owned by the Alameda County Flood Control District and Water District (ACFCWD), the lake is a flood control measure that typically holds 580 acre - feet of water while covering an area of 83 acres. The City has an extended license agreement with ACFCWD to use the lake and surrounding property for recreation purposes.

The shoreline’s edge, which is comprised of segments of stacked wall construction, concrete grouted rip rap, naturalized treatment, or combination thereof, is exhibiting various stages of deterioration and over-growth. Renovation of the various edge treatments is needed to repair the deteriorating shoreline edge, minimize erosion, reduce avian pollution into the lake, enhance water quality, and improve park users experience at the water’s edg e, while maintaining flood control requirements.

DISCUSSION/ANALYSIS: In March 2022, the City issued a Request for Proposals from engineering firms for the assessment, preliminary engineering and final designs for the renovation and repair of Lake Elizabeth’s Shoreline. The request included providing conceptual design options for shoreline treatment, renovation strategies for the stacked wall and environmental clearance for the work along Lake Elizabeth’s Shoreline.

Cal Engineering & Geology, Inc. was the sole proposal received. The company has performed design and engineering work on the Lake Elizabeth shoreline in the past, and is familiar with requirements of oversight agencies at Lake Elizabeth. Cal Engineering & Geology, Inc. meets the qualification requirements set forth in the proposal with relevant experience in shoreline engineering and design, working familiarity with local, state and Staff Report (ID # 4682) Meeting of September 6, 2022
