DISCUSSION/ANALYSIS: HSD has a growing body of data from the Family Development Matrix (Matrix) and the Child and Adolescent Needs and Strengths (CANS) Assessment tools demonstrating the benefits of these school-site services. The Matrix and CANS are assessment tools that FRC Family Support Specialists and YFS Counselors use at the beginning and end of services to assess the status of student/family needs and strengths.

Analysis of the Matrix and CANS data shows that children receiving counseling services are making statistically significant gains in social and emotional health, education and development, and pro-social behavior. Families who receive family support services report improvements in family stability related to housing, improved employment, and food and clothing outcomes. Students in these families show improvements in emotional status (confidence, motivation and ability to get along with others and their families).

Fremont’s ongoing partnership with FUSD is consistent with the national best practice models for community schools. A community school is both a place and a set of partnerships among the school, local government and other community resources. Its integrated focus on academics, health and social services, youth and community development, and community engagement leads to improved student learning, stronger families and healthier communities.

This funding is augmented by other grants from Alameda County Health Care Services Agency, Alameda County Behavioral Health Care Services, as well as Medi-Cal Insurance and administrative activities reimbursement. In anticipation of this funding, the City Council appropriated sufficient funds to cover the activities described above, as part of the 2022/23 Adopted Budget.

ENVIRONMENTAL REVIEW: Approval of the task order is not subject to review under the California Environmental Quality Act (CEQA) per CEQA Guidelines sections 15378 and 15061, as it can be seen with certainty that there is no possibility that the authorized activities may have a significant effect on the environment.
