Executive Summary: The purpose of this report is to request authority to amend the Recreation Service Agreement with Nanogan Science & Services dba Mad Science of the Bay Area to increase the amount not to exceed $300,000.

BACKGROUND: The Recreation Services Division of the Community Services Department offers a variety of activities and programs for the community. Mad Science of the Bay Area (Mad Science) has been partnering with the City of Fremont Recreation Division since 2000 offering educational, science-based programming and instruction to more than 6,000 youth in Fremont throughout that time. Mad Science provides science-based enrichment programs that meet STEM objectives for children ages 4-12 years, ensuring a high level of educational quality and sparking children’s imaginations through scientific discoveries and hands - on projects.

DISCUSSION/ANALYSIS: The annual not to exceed amount of the current agreement is $75,000. During the COVID-19 pandemic, programs experienced extreme decreases in registration and thus, the contract was reduced from $150K to $75K. With conditions normalizing, there has been a significant increase in registrations and the number of camps offered to meet community demand. Based on current registration trends, staff recommends that the City Council authorize the City Manager or her designee to execute an amendment to the Recreation Services Agreement with Nanogan Science & Services, dba Mad Science of the Bay Area, to increase the total not-to-exceed compensation from $75,000 to $300,000 for the contract term ending December 31, 2023.

FISCAL IMPACT: Mad Science is a program offered through the Recreation Services Cost Center and there is no impact to the General Fund. The Recreation Service Agreement includes a 60/40 contractual payment (60% of resident registration fees paid to the contractor; 40% to the cost center) to Mad Science on registration fees as compensation.

ENVIRONMENTAL REVIEW: The proposed action is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and it has no possibility of a significant effect on the environment, as specified in CEQA Staff Report (ID # 4727) Meeting of October 18, 2022
Updated: 10/12/2022 9:40 AM by Alberto Quintanilla Page 2 Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
