COUNCILMEMBER JONES REFERRAL: Honorary Driveway at Police Department
This action requests that the City Council direct staff to take the necessary actions to place a commemorative sign honoring Chief Steckler near the east driveway of Fremont’s Police Department facility. Retired Police Chief Craig Steckler joined the Fremont Police Department in 1986 as Deputy Chief. He was appointed Police Chief in 1992 and served in that role through 2012. Over his tenure, he made significant contributions to the Fremont Police Department and the Fremont community.
The driveway where the sign would be located leads to the Police Department, Detention Center, Animal Shelter, and Central Park Dog Park. All of those facilities were approved and constructed during Chief Steckler’s tenure and he was instrumental in their success. The honorary sign will commemorate his contributions.
Staff have preliminarily reviewed the concept of this ceremonial sign for the driveway east of the Police Department and, because the sign is not an official or functional road name, staff have determined that it can be implemented without impacting navigability of roadways or use by public safety. Given the required staff time, cost, and in the absence of impact on roadway users, this request appears to meet the very specific circumstances necessary to be considered.

RECOMMENDATIONS:
1. Direct staff to complete the technical and production work required to create and install a sign near the east driveway of the Police Department honoring retired Police Chief Craig Steckler.
2. Direct staff to developed guidelines delineating where and under what circumstances honorary/commemorative signs of this type will be allowed in the future.
