Executive Summary: The purpose of this report is to reject the only bid for the Development Center Façade Replacement Project and to re-bid the project.

BACKGROUND: The Development Center located at 39550 Liberty Street provides offices that support Fremont staff primarily from the Departments of Community Development, Public Works (Transportation and Engineering), and Community Services (Park Planning/Design and Environmental Services). The existing brick veneers on the building exterior have been falling around the perimeter and inside the atrium. A project has been developed to replace the existing veneer and provide a modern façade to the building.

DISCUSSION/ANALYSIS: The construction contract for the project was advertised for bids and bids were opened on October 12, 2022. The Engineer’s Estimate is $400,000.00.

BID RESULTS: Only one bid was received as follows:

Bidder Bid Amount

1. S & H Construction $898,600.00

The one bid received by S & H Construction, Inc. is $498,600.00 over the Engineer’s Estimate. Staff recommends that Council reject the bid received and direct a re-bid of the project.

Proposed Project Schedule with Re-Bid: Construction was anticipated to begin in December 2022. Due to the current bidding climate, there were fewer bidders than anticipated, and the bid came in much higher than expected. Re-bidding the project with a modified scope and reaching out to more contractors should provide more competitive bids.

With a re-bid, it is anticipated that the start of construction will be delayed until May 2023.

FISCAL IMPACT: The approved overall budget for this project is $600,000 which covers the costs for the construction contract, design engineering and construction inspection staff time. The recommended action to reject bids and re-bid the project will have negligible impacts on the project costs.

Staff Report (ID # 4748) Meeting of November 15, 2022
Updated: 11/9/2022 11:50 AM by Alberto Quintanilla Page 2 ENVIRONMENTAL REVIEW: The proposed project is categorically exempt from the California Environmental Quality Act under Section 15061(b)(3) because there is no potential for a significant impact upon the environment.

ATTACHMENTS: None.

RECOMMENDATION: Reject the one bid received on October 12, 2022, for the Development Center Façade Replacement Project (PWC9016) and direct staff to re-bid the project.
