Executive Summary: The purpose of this report is to facilitate the completion of services required for final design of the I-880 Innovation Bridge and Trail Project. Environmental Clearance for the project was approved by the City Council on December 6, 2022.

BACKGROUND: The Professional Services agreement for environmental clearance, preliminary engineering, and final design of the I-880 Innovation Bridge and Trail Project was awarded to T.Y. Lin International on September 18, 2018. Preliminary Engineering has been completed. Environmental clearance is nearly complete with the Initial Study/Mitigated Negative Declaration for the project adopted by the City Council on December 6, 2022, and the Federal environmental clearance is scheduled for completion in early 2023. The final design of the project is currently anticipated to be complete in Spring 2024. Attached is a fact sheet further describing the project scope and status.

DISCUSSION/ANALYSIS: The project proposes to construct a cable-stay bicycle/pedestrian bridge overcrossing at Interstate 880, connecting the Warm Springs BART station and Innovation District to Bayside, Fremont largest employment area .

Accordingly, the project is required to adhere to Caltrans guidelines and policies. Caltrans has categorized the I-880/Innovation Bridge as a complex structure, resulting in various requirements being added to the design effort, including a Structural Peer Review Panel, a Constructability Peer Review Panel, and a Value Analysis (VA) Report. These requirements created the need for additional services from T.Y. Lin. Most significantly, the VA Report identified various proposals that, if implemented, would potentially result in approximately 10% reduction in construction costs (approximately $5 million). These proposals, however, result in significant re-design efforts being required prior to the completion of the 65% Plans, Specifications, and Estimate (PS&E) package by T.Y. Lin.

In addition, Caltrans updated their policies regarding Structural Independent Design Check (IDC) for complex projects, and T.Y. Lin is now able to perform this task instead of a third party. As such, for efficiency, the City prefers that T.Y. Lin perform the IDC. This amendment will enable T.Y. Lin to complete the final design services for the project and the IDC.

Council Staff Report (ID # 4775) Meeting of January 10, 2023 Updated: 1/4/2023 5:00 PM by Alberto Quintanilla Page 2 FISCAL IMPACT: Funding to complete final design services for the I-880 Innovation Bridge and Trail this project is currently budgeted into PWC8907, consisting of $5.454 million from Alameda CTC Measure BB sales tax funds, $100,000 of SB1 funds, and $1.558 million from Transportation Impact Fees. There are sufficient funds to execute this amendment.

ENVIRONMENTAL REVIEW: On December 6, 2022, the City Council approved and adopted a mitigated negative declaration and mitigation monitoring and reporting plan for this project. The re-design efforts do not result in new information that would require preparation of additional environmental documentation.
